  • A.B.C. Board
    • The Alcoholic Beverage Control Board has control and jurisdiction over the sale and distribution of alcoholic beverages.

      Statutory Authorization: NCGS 18B-700

      Member Specifications:

      5 Members

      Term: 3 Years

      Compensation: Chairman: $250/month; Other members: $200/month

      Duties:

      • has power and authority to adopt rules and regulations governing the operation of stores;
      • locate, furnish and equip stores and provide management of the same;
      • direct the duties and services of all employees;
      • perform other activities authorized or required by the ABC law (G.S. 18B-701/702).

      The Chairman or Vice Chairman of the Board is required along with the General Manager to sign all checks for the ABC System.

      Meetings: Second Monday of each month at 6:00 PM. The average length of a meeting is approximately two hours.

  • Adult Care Home Community Advisory Committee
    • The Adult Care Home Community Advisory Committee promotes community education and awareness of the needs of the aging in facilities.

      Statutory Authorization: NCGS 131D-31

      Member Specifications:

      18 Members

      Term: 3 Years (Members serve an initial one-year term, after which they may be appointed to a three-year term.)

      Compensation: None

      Duties:

      • Visits to assigned Adult Care homes each quarter to include completion of a quarterly report by each sub-committee;
      • Promotes community involvement in facilities;
      • Promotes community education and awareness of the needs of the aging in facilities;
      • Serves as a resource of volunteers;
      • Helps to maintain the intent of the Residents’ Bill of Rights;
      • Becomes aware of conditions in facilities and assists grievance processes.

      Meetings: Third Thursday of the last month of each quarter at 10:00 AM. There is an initial training period of 15 hours to include study of a committee handbook and orientation visits to long-term care facilities. Additional training of 10 hours per year is required. Visits in the assigned facilities are of the utmost importance in the participation on this committee. A commitment of at least one day per quarter to visit facilities and 4 hours per quarter for business and training meetings.

  • Air Quality Stakeholders Committee
    • The Air Quality Stakeholders Committee is responsible for the implementation of the Air Quality Early Action Compact and monitoring of the strategies identified in the Early Action Plan and State Implementation Plan submitted to the EPA.

      Statutory Authorization: N/A (Established in response to the Early Action compact regarding clear air mandates)

      Duties:

      • Oversee implementation of Early Action Compact
      • Make recommendations to Governing Bodies on air quality strategies
      • Used as a public forum for ozone air quality issues

  • Animal Services Board
    • The purpose of the Animal Services Board is to hear appeals pursuant to Section 3-91e of the Cumberland County Code.

      Statutory Authorization: Section 3-28.1 of the Cumberland County Code

      • Person who works in promoting goals of the animal protection society or the humane society or another such broadly-based and representative organization interested in the care and protection of animals position (1)

      Compensation: None

      Duties:

      • Hear appeals from determinations of the Animal Services Director (or his designee) concerning potentially dangerous, dangerous or vicious dogs;
      • Hear any other appeals provided for by Ordinance concerning determinations of the Animal Services Department;
      • Provide advice and information to the Animal Services Department;
      • Upon coordination with the Animal Services Director, make recommendations to the Board of Commissioners for the betterment of the County’s animal services program;
      • In conjunction with the Animal Services Department and the County’s Communications Manager, provide for a program of public education, information and outreach concerning responsible pet ownership, animal cruelty, and the County’s animal services program;
      • Select officers of the board, including a chairperson, and adopt rules of procedure.

      Meetings: First Monday of every other month (Feb./Apr./June/Aug./Oct./Dec.) at 6:00 PM. (No meetings held on first or last day of any month.) The average length of a meeting varies.

  • Board of Adjustment
    • The Board of Adjustment is a "quasi-judicial" administrative body that conducts public hearings and/or reviews as listed under “duties” below. Appeals of this board’s decisions are filed directly to Superior Court.

      Statutory Authorization: NCGS 153A-345 County Code: Zoning Ordinance Article XVI

      Duties:

      • Conduct administrative reviews and decide appeals where it is alleged by the appellant that there is an error in any order, requirement, permit, decision, determination , refusal made by the Planning and Inspections Director or other administrative officials in the carrying out or enforcement of any provisions of the zoning ordinance;
      • Hear, deny or approve applications for variances and special use permits from the terms of the zoning ordinance;
      • Interpret the official zoning maps;
      • Rule on matters concerning nonconforming uses;
      • Hear and approve or deny applications for High Density Development and variances from the provisions of the County Water Supply Watershed Management and Protection Ordinance;
      • Hear and rule on appeals and variance requests from the County’s Flood Damage Prevention Ordinance.

      Meetings: Third Thursday of each month at 7:00 PM. The average length of a meeting varies. Each member spends approximately three hours per month in service to this board.

  • Board of Health
    • The Board of Health is the policy-making, rule-making and adjudicatory body for the Cumberland County Health department. The Board has the responsibility to protect and promote the public health and has authority to adopt rules necessary for that purpose.

  • Cape Fear Valley Health System Board of Trustees
    • The Cape Fear Valley Health System Board of Trustees oversees the development and implementation of policies for the operation of a multi-million dollar health corporation and all its entities.

      Statutory Authorization: Articles of Incorporation of Cumberland County Hospital System, Inc.

      Meetings: Last Wednesday of each month at 7:00 PM (dinner precedes the meeting at 6:15 PM). The average length of the meeting varies from one to two hours. The Board is also divided into several subcommittees that meet on a monthly basis. The average length of the subcommittee meetings varies from two to three hours.

  • Civic Center Commission
    • The Cumberland County Civic Center Commission serves in an advisory capacity to study, plan and program for the highest and best use of the facilities committed to it for public use, edification and enjoyment.

      Statutory Authorization: Section 2 of Chapter 360 of the 1965 Session Laws

  • Criminal Justice Partnership Advisory Board
    • The Cumberland County Criminal Justice Partnership Advisory Board was enacted by the General Assembly to accomplish the following goals: reduce recidivism, reduce the number of probation revocations, reduce alcoholism and other drug dependencies among offenders and reduce the cost to the state and the counties of incarceration. The Criminal Justice Partnership Advisory Board in Cumberland County was initially instrumental in the development and design of the Cumberland County Day Reporting Center; however, its focus has since changed.

  • Cumberland County Cemetery Commission
    • The Cumberland County Cemetery Commission is charged with the care of Cumberland Mills Cemetery on Bingham Drive.

  • Cumberland County Community Child Protection/Fatality Prevention Team
    • The Cumberland County Child Protection/Fatality Prevention Team was formed when, in 1995, the General Assembly expanded the prevention efforts of General Statute 143-571, which declared community responsibility for the prevention of child abuse, neglect and child deaths. Team composition requires confidentiality and the ability to objectively search through sensitive data to improve outcomes for children in Cumberland County.

  • Cumberland County Finance Corporation
    • The Cumberland County Industrial Facility and Pollution Control Financing Authority provides assistance, when deemed appropriate, for the issuance of revenue bonds for the purpose of paying all or any part of the cost of industrial or pollution control projects.

      Duties:

      The purpose of the Cumberland County Finance Corporation is to issue tax exempt securities for public purposes that directly benefit county government in Cumberland County, such as the Coliseum, the Social Services building, the Community Correction Center, etc. It differs from the Cumberland County Industrial Facilities and Pollution Control Financing Authority in that the Authority issues tax exempt financings for economic development purposes that benefit not only the community at large as a whole, but also the private industries utilizing them.

      Meetings: Meetings are held on an as needed basis usually at 12:00 PM. The length of the meetings varies.

    • The Cumberland County Home and Community Care Block Grant Committee works with the County on matters related to service priorities and planning for older adults.

  • Cumberland County Industrial Facilities and Pollution Control Financing Authority
    • The Cumberland County Industrial Facility and Pollution Control Financing Authority provides assistance, when deemed appropriate, for the issuance of revenue bonds for the purpose of paying all or any part of the cost of industrial or pollution control projects.

      Statutory Authorization: NCGS 159C

      Duties:

      • Aids in the financing or industrial and manufacturing facilities for the purpose of alleviating unemployment or raising below average manufacturing wages by financing industrial and manufacturing facilities which provide job opportunities or pay better wages;
      • Aids in financing pollution control facilities for industry in connection with manufacturing and industrial facilities and for public utilities;
      • Conducts any and all other activities as shall from time to time be found to be appropriate in connection with the foregoing and as are lawful under the Act.

      Meetings: Meetings are held on an as needed basis usually at 12:00 PM. The length of the meetings varies.

  • Cumberland County Juvenile Crime Prevention Council
    • The purpose of the Juvenile Crime Prevention Council is to help prevent at-risk juveniles from delinquency. Develop community-based delinquency alternatives to training schools and to provide community-based delinquency and substance abuse prevention strategies and programs. Provide non-institutional dispositional alternatives that will protect the community and the juveniles. Plan and organize programs in partnership with the state.

      Duties:

      • Annual review of the needs of juveniles in the county who are at-risk or who have been adjudicated. Council shall develop a request for proposal process and submit to the County Commissioners a written plan of expenditures. Upon the County’s authorization, the plan must be approved by the Office;
      • Ensure appropriate community based intermediate dispositions for adjudicated juveniles are available, pursuant to minimum standards set by the Office; and 
      • Perform the following on an ongoing basis:
        1. Assess needs of juveniles in the community, evaluate resources, plan for unmet needs;
        2. Evaluate performance of juvenile services/programs as a condition of continued funding of programs;
        3. Increase public awareness causes of delinquency and prevention efforts;
        4. Develop intervention strategies and risk assessments for at-risk youth;
        5. Provide funds for services: treatment/counseling/parenting/rehabilitation;
        6. Plan permanent funding streams for delinquency prevention programs.

      Duties:

      • Provide a basis for the community to develop and tailor a chemical emergency planning and response program to suit its needs;

      • Review the county and facility plans annually and conduct emergency drills to test the plan. The annual review of the plan should include a hazards analysis and an evaluation of available resources that could be used during a response for a chemical incident.

      Meetings: On the last Thursday of the first month of each quarter at 10:00 AM. Members are also required to attend and work with the subcommittee they are assigned to. The meetings generally last approximately one hour.   • Joint Planning Board
    • The Joint Planning Board has the responsibility for the development of a continuing comprehensive planning program for the entire county and each participating municipality in the county by working from the existing plans of each city and town in the county to improve and develop the same and incorporate such planning into a comprehensive plan extending throughout the county. In developing the continuing comprehensive planning program, the Joint Planning Board will study priorities and requests for special study effort provided by the participating governmental units. The Joint Planning Board also has the function of developing and maintaining subdivision control and zoning programs.

  • Jury Commission
    • The Cumberland County Jury Commission compiles the Master Jury List used by the Cumberland County Court System.

      Duties:

      • Responsible for compiling the Master Jury List that is to be used in Cumberland County for each year. It must be prepared by, and in compliance with, the North Carolina General Statutes as well as local Orders of the Court;
      • The Commission first meets to make decisions as to how it will direct the Master List to be prepared. This meeting will be attended by Court Officials to offer any assistance the Commission may request, and to provide clerical support.;
      • The last meeting is to review the Master Jury List and the Statement of Sources and Procedures, which sets forth in writing how the Commission prepared the list. If the list meets the Commission’s criteria, the Commission then presents a printed Master Jury List to the Register of Deeds for filing and the Statement of Sources and procedures to the Clerk of Superior Court for filing.

      Meetings: The Jury Commission meets at least twice a year. The Commission is responsible to meet as often as required to complete the jury list for the next year by the 30th day of November of each year. The amount of time required for each meeting and the number of meetings required is determined by the Commission and dictated by the procedures that the Commission chooses to prepare the Master List.

  • Library Board of Trustees
    • The Cumberland County Library Board of Trustees formulates and adopts programs, policies and regulations for the government of the library, subject to the fiscal control and other policies and regulations of the Board of County Commissioners. The Library Director acts as secretary to the Board and reports to the Deputy County Manager.

      • Formulate and adopt programs, policies and regulations for government of the library, subject to the fiscal control and other policies and regulations of the Board of County Commissioners;

      • Appoints a Director of Library Services;

      • Extends the privileges and use of the Library system to non-residents of Cumberland County, on any terms or conditions the Library Board may prescribe.

      Duties:

      Defined by North Carolina General Statute 122C-117:
      • Engage in comprehensive planning, budgeting, implementing, and monitoring of community-based MH/DD/SA services;
      • Ensure the provision of services to clients in the catchment area;
      • Determine the needs of the Area Authority’s clients and coordinate with the Secretary of the Department of Health and Human Services and with the Department of Juvenile Justice and Delinquency Prevention the provision of services to clients through Area and State facilities;
      • Develop plans and budgets for the Area Authority subject to the approval of the Secretary of the Department of Health and Human Services; 
      • Assure that the services provided by the County through the Area Authority meet the rules of the Commission and Secretary of the Department of Health and Human Services;
      • Comply with federal requirements as a condition of receipt of federal grants;
      • Appoint an Area Director in accordance with GS 122C-121(d).  The appointment is subject to the approval of the Board of County Commissioners;

      • Submit to the Secretary of the Department of Health and Human Services and the Board of County Commissioners service delivery reports, on a quarterly basis, that assess the quality and availability of public services within the Area Authority’s catchment area.  Comply with Article 4 of GS 122C, and Rules adopted by the Secretary of the Department of Health and Human Services for the development and submission of and compliance with the Area Authority Business Plan;
      • Coordinate with Treatment Accountability for Safer Communities for the provision of services to criminal justice clients.

      Meetings: The first Wednesday of each month at 5:15 PM. There are two standing committees of the board; the Executive Committee, which meets on the 3rd Wednesday of every other month at 4:00 PM, and the Program Services/Finance Committee, which meets the 3rd Wednesday of the month at 4:00 PM.     • The Mid-Carolina Aging Advisory Committee assists the Area Agency on Aging in the development and administration of the area plan.

  • Minimum Housing Appeals Board
    • The Cumberland County Minimum Housing Appeals Board is a quasi-judicial board created to hear appeals from decisions of the Minimum Housing Inspector.

  • Nursing Home Advisory Board
    • The Nursing Home Advisory Board serves the residents of long term care facilities within the county. The committee members are responsible for maintaining the intent of the Residents’ Bill of Rights, promoting community involvement in the homes, and providing public education on long term care issues.

      Duties:

      • Visits to assigned nursing homes each quarter to include completion of a quarterly report by each subcommittee;
      • Promotes community involvement in facilities;
      • Promotes community education and awareness of the needs of the aging in facilities;
      • Serves as a resource of volunteers;
      • Become aware of conditions in facilities and assists grievance processes.

      Meetings: Third Thursday of the last month of each quarter at 1:00 PM. There is an initial training period of 15 hours to include study of a committee handbook and orientation visits to long-term care facilities. Additional training of 10 hours per year is required. Visits in the assigned facilities are of the utmost importance in the participation on this committee. A commitment of at least one day per quarter to visit facilities and 4 hours per quarter for business and training meetings.

    • The Fayetteville-Cumberland Parks and Recreation Advisory Board advises, informs and promotes the dedication and establishment of parks and recreation areas in all sections of Cumberland County with the ultimate aim of making neighborhood playgrounds and parks accessible to all citizens of the County.

  • Senior Citizens Advisory Commission
    • The Senior Citizens Advisory Commission cooperates in an advisory capacity with the City of Fayetteville, Cumberland County and any other interested municipal corporations of Cumberland County in their planning, coordinating and directing programs and activities for senior citizens.

  • Social Services Board
    • The Cumberland County Social Services Board shall carry out the responsibilities and duties as set forth by the General Assembly, Department of Human Resources, Social Services Commission and as the Board of County Commissioners may assign. Social Services Department programs include: Medicaid, Work first, the protection and placement of adults and children, support services such as food stamps, day care, medical transportation and guardianships.
