Agenda Available for Commissioners’ April 16 Meeting

The Cumberland County Board of Commissioners’ next regular meeting is Monday, April 16, at 6:45 p.m. in Room 118, on the first floor of the Judge E. Maurice Braswell Courthouse at 117 Dick St.

The following items are on the agenda:

  • A public hearing to receive citizen input on the Board’s consideration of alternate options for governance of the County’s human service agencies. Under these options, the Board of Commissioners can consider the following:
    • Maintaining the current governance structure with a separate Cumberland County Social Services Board and Cumberland County Board of Health.
    • Abolishing the Cumberland County Social Services Board and/or the Cumberland County Board of Health and assuming the duties and responsibilities of one or both boards. Should this option be considered, there is a statutory requirement for the Commissioners to appoint a Health Advisory Committee.
    • Establishing a Consolidated Human Services Agency and appointing a new Consolidated Human Services Board.
    • Establishing a Consolidated Human Services Agency and assuming the duties and responsibilities of the Consolidated Human Services Board.
  • Consideration of a recommendation from the Finance Committee for school funding. The current funding agreement with the Board of Education expires June 30, 2018. The recommendation is to fund the school system for fiscal year 2019 at $79,463,109, the same amount allocated in FY2017; and to use a formula based on Average Daily Membership for FY2020 and FY2021.
  • The consent agenda includes a budget ordinance amendment to transfer $8,090,585 into a Capital Investment Fund for special projects as designated by the commissioners. On March 15, 2018, the board acted to dedicate current debt, pay-go, and various fund balance assignments as resources to further the development of a capital planning model to be implemented during the FY2019 Budget. The request is to transfer $6,765,647 from the General Fund’s Water/Sewer, Maintenance/Renovation and Technology assigned fund balances; and $1,324,938 from the previous [multi-year] Capital Investment Fund.
