Voting
You will be assigned a voting place within the precinct where you live. Your precinct will be assigned by our office when you register or change your address and you will be notified by mail. You will receive a voter card before any election if you are a new voter or have made changes since the last election. The voter card will indicate the name and location of your voting place. You may also telephone the Elections Office (678-7733) for the location of your voting place.
Transfer Voting
If you fail to change your address by the registration deadline, there is a procedure that allows you to vote. On election day, you may go to your old precinct and fill out a voter update/transfer form. Then you can take the form to your new precinct where you will be allowed to vote. To avoid this paperwork, change your address by the registration deadline. The deadline is 25 days before an election.
All voting places in Cumberland County are open from 6:30 a.m. until 7:30 p.m. every election day.
At The Voting Place
On entering the voting place, give your name, address and party (primary only) to the election officials. If you are properly registered, you will be given a ballot to take to the voting booth. If precinct officials are unable to locate your registration record, you may be asked to vote a provisional ballot. Voter must return provisional ballot in the sealed envelope to precinct official.
Curbside Voting
If you are unable to enter the voting place because of age or physical disability, you will be allowed to vote either in your vehicle or near the voting place. Have someone enter the voting place and inform the election officials of your desire to vote in this manner.
Assistance with Voting
Who May Receive Assistance
Any voter who is qualified to vote in the election is entitled to assistance upon entering the voting enclosure and exiting the voting enclosure. The voter must tell the precinct official that he/she desires to have assistance, stating the reason assistance is needed. In addition, the voter must tell the precinct official who he/she wishes to receive assistance from. The precinct official may assist the voter if the voter requests. The person rendering assistance to the voter cannot persuade the voter to cast his/her ballot in any particular way nor keep any record of how the voter marked his/her ballot.
Who May Give Assistance
Any registered voter qualified to vote in the election is entitled to assistance from the voter's spouse, brother, sister, parent, grandparent, child, grandchild, mother-in-law, father-in-law, daughter-in-law, son-in-law, stepparent, or stepchild, as chosen by the voter with entering and exiting the voting booth and in preparing ballots.
A disabled voter may receive assistance from a person of the voter's choice, other than the voter's employer or agent of that employer or an officer or agent of the voter's union or by telephone.
Absentee Ballots
If you are registered to vote in Cumberland County and are unable to vote in person on election day, you may request an absentee ballot from the Elections Office, 301 E. Russell Street, Fayetteville, NC 28301. Absentee voting is allowed in all elections except fire district elections and is available as explained below.
Application Requested By Mail Or In-Person
The VOTER or voter's NEAR RELATIVE (spouse, brother, sister, parent, grandparent, child, grandchild, daughter-in-law, mother-in-law, father-in-law, son-in-law, daughter-in-law, step-parent, step-child) or verifiable legal guardian may request an absentee ballot by mail or in-person.
Request Time Frame - Make the written request beginning 50 days (30 days for Municipal Elections) prior to but not later than the Tuesday prior to election day.
Required Information
Request From VOTER: Name, Residential Address, Date of Birth, the Address to mail Absentee Ballot to, and Voter's Signature.
Request From NEAR RELATIVE: Voter's Name, Voter's Residential Address, Voter's Date of Birth, Address to mail Absentee Ballot to, Near Relative's Name, Near Relative's Residential Address, Near Relative's Relationship to Voter, and Near Relative's Signature.
Vote At The Board of Elections (One-Stop No Excuse Voting)
If you are a Registered Voter in Cumberland County you may vote at the Board of Elections Office (One-Stop) during the designated time, prior to Election Day.
The one-stop absentee process permits a voter to appear in person at the Board of Elections Office, make application and vote. One Stop voting begins the third Thursday before an election and ends no later than 1:00 p.m. on the last Saturday before the election.
Primaries and General Elections
In primaries in North Carolina, you vote only in the primary of the party with which you are affiliated. If you register unaffiliated you may be allowed to vote in a primary if a party allows unaffiliated voters.
