County Commissioners Recognize 2022 Governor’s Volunteer Service Award Recipients

FAYETTEVILLE, N.C. – The Cumberland County Board of Commissioners Chairman Glenn Adams presented the Governor’s Volunteer Service Award to seven individuals and two groups during the Board’s regular meeting held May 16 in Room 118 of the Judge E. Maurice Braswell Courthouse in Fayetteville.

Each awardee was selected based on their volunteer efforts and commitment of time, accomplishments, community impact and enhancement of the lives of others. Submissions are received and evaluated at the county level and the county may submit up to ten nominations to be considered for the Governor's Volunteer Service Award.

Individuals recognized from Cumberland County were:

  • Wilma Hernandez – Fayetteville Urban Ministry Adult Literacy Education Center
  • Duncan Harling – BSA Venturing Crew 32, AL Post 32 SAL Squadron 32
  • Jerel D. McGeachy, Jr. – East Freedom Council #33 Knights of Pythagoras
  • Casey Ferris – Hope Mills Area Chamber of Commerce
  • Jacqueline Crawford – Army Community Service
  • Patricia Ann Archie Jackson – Fayetteville-Cumberland County Senior Citizens Advisory Commission

Organizations and Groups recognized were:

  • Duncan Harling, Jacob Dahman, Julia Dahman, Philip Ryan, Sean Ryan, Luke Frassel, Owen Walkinshaw, Patrick Cook, Liam Creasey and Logan Williamson – Boy Scouts of America Venturing Crew 32, American Legion Post 32
  • Bertha Council, John McCauley and Carol Ivey - U.S. Army Airborne & Special Operations Museum

Of the ten nominees submitted, one nominee may be recommended for the Medallion Award, the state's highest level of volunteer recognition. Only 20 Medallion Awards are given each year. These are reviewed and evaluated by a statewide review panel that determines the recipients of the award. The award is given to the state's top 20 volunteers and one paid Director of Volunteers. Cumberland County had one Medallion Award winner:

  • Stacey Buckner – Veterans Affairs Hospital / Service Source Employee

  • Allocate $250,000 for the Fayetteville State University Innovation and Entrepreneurship Hub

  • Set Legislative Hearing to Consider Moratorium or Ordinance Amendments for June 6, 2022
  • Request to Apply for the U.S. Department of Transportation Multimodal Project Discretionary Grant

The Board held public hearings on the following items:

  • Public Hearing and Approval of Resolution for the Issuance of Tax-Exempt Bonds not Exceed $267,250,000 by the Public Finance Authority to Finance and Refinance Certain Costs of Various Projects on Behalf of Cumberland County Hospital System, Inc. D/B/A Cape Fear Valley Health System and Harnett Health System, Inc.
    • This was approved unanimously.
  • Public Hearing and Consideration of Renaming a Portion of Old Plank Road and Naming a Newly Constructed Section of The Road – Case No. SN-0490.
    • This was approved unanimously.
  • Public Hearing and Consideration of Naming an Unnamed Street to Gaddy Lane – Case No. SN-0491
    • This was approved unanimously.

The following items of business were discussed:

  • Consideration of Request for Approval of Formal Bid for Judge E. Maurice Braswell Courthouse Boiler Replacement.
    • This was approved unanimously.
  • Consideration of Parking Lot Lease Renewal with First Presbyterian Church of Fayetteville
    • This was approved with a vote of 5-2.
  • C. Consideration of Resolution of Intent to Lease Real Property to the Vision Resource Center, Inc.
    • This was approved with a vote of 6-1.
  • Consideration of Emergency Operations Center Capital Project Budget Ordinance Revision #B220053 and the Emergency Telephone System 911 Fund Budget Ordinance Amendment #B220052
    • This was approved with a vote 5-2.

The Board also convened as the Overhills Park Water and Sewer District Governing Board and the Norcress Water and Sewer District Governing Board in order to approve amendments to the rate structures for those districts.

The next Regular Board of Commissioners’ Meeting is Monday, June 6 at 9:00 a.m.
