Cumberland County Commissioners Regular Meeting Wrap-Up

FAYETTEVILLE, N.C. – The following is a summary of the April 1, 2024, Cumberland County Board of Commissioners Regular Meeting, which was held at 9 a.m. in Room 118 of the Judge E. Under items of business, the Board:

 

  • adopted a resolution electing the ad valorem method of distribution for the net proceeds of sales tax revenue collected in Cumberland County. The ad valorem method will go into effect July 1, 2025. The County will continue to use the per capita method of distribution for sales tax revenues under an interlocal agreement with the municipalities through June 30, 2025.

 

  • ·voted to reduce the flat rate fee for pick-up trucks from $20 per load to $10 per load for municipal solid waste and construction and demolition debris during April, May and June to help reduce illegal dumping in the county. The Board also voted to reduce the charge for single bulky items from $10 to $5. The fee reductions are part of the Solid Waste Department’s Cumberland Clean Start initiative. A countywide cleanup will be held April 20 and volunteers are encouraged to register.

     

  • awarded the bid for test well construction to Bill’s Well Drilling for the Test Well Program for the Gray’s Creek Phase 1 water project in the amount of $351,593, which includes a 10% contingency.

 

At the beginning of the meeting, Praise Clark, daughter of Deputy Clerk to the Board of Commissioners Iva Clark, led the Pledge of Allegiance.

 

The Board presented Gwen Izzell with a plaque honoring her 30 years of dedicated service to Cumberland County. Izzell retired from the Tax Administration Department.

The Board recognized National Doctor Day and thanked Dr. Sam Fleishman, Chief Medical Officer for Cape Fear Valley Health System, for Cape Fear Valley’s commitment to the health of the Cumberland County community.

The Board recognized Child Abuse Prevention month and welcomed Faith Boehmer, Child Advocacy Center Prevention & Volunteer Coordinator, to speak. Boehmer thanked the Board for the County’s continued support.

Cumberland County Chief of Staff and Interim Community Development Director Tye Vaught recognized the 50th anniversary of the Community Development Block Grant Program and showcased before and after photos of a few of the projects completed with CDBG funds in Cumberland County. The County has received over $30 million in Community Development Block Grant funds and over $17 million in HOME funds since 1995.

  • Proclamation Designating April 1-7, 2024, as National Public Health Week in Cumberland County
  • Proclamation Recognizing April 14-20, 2024, as National Public Safety Telecommunicators Week
  • Proclamation Recognizing April 2024 as Fayetteville Cumberland Reentry Council Second Chance Month
  • Proclamation Recognizing April 2024 as Diversity Month in Cumberland County
  • Proclamation Recognizing April 2024 as National Alcohol Awareness Month
  • Proclamation Recognizing April 2024 as National County Government Month
  • Proclamation Recognizing April 14-20, 2024, as National Animal Care and Control Appreciation Week
  • Budget Ordinance Amendment for the April 1, 2024, Board of Commissioners' Agenda

 

The Board approved the following appointments:

  • Ryan Aul to the Cape Fear Valley Board of Trustees
  • Kenneth Burns, Jami McLaughlin, Peter Pappas to the Civic Center Commission
  • Sarah Burton, Michael Long, Laura Messler and Donna Pelham to the Fayetteville-Cumberland Human Relations Commission
  • Joyce Adams to the Joint Fort Liberty & Cumberland County Food Policy Council

The Board recessed the Board of Commissioners meeting and convened the Gray’s Creek Water and Sewer District Governing Board meeting. The Board awarded the test well program construction bid to Bill’s Well Drilling, Co.

The Board reconvened the Board of Commissioners meeting at 9:48 a.m.

The Board then went into closed session to discuss Real Property Acquisition pursuant to NCGS 143-318.11(a)(5).

The Board adjourned the meeting at 10:09 a.m.
