Cumberland County Solid Waste Management oversees waste disposal, landfill operations, recycling programs, litter prevention, and environmental compliance for the County.

Notice About Hours of Operation

All customers must exit landfill and container site locations by the posted closing time. Solid Waste Management staff must complete required end-of-day activities before the facility can close, as required by State regulations.

Please check your load before driving to any site. Make sure you will be able to unload and leave the facility before closing time. If you cannot finish before closing, please plan to visit on another day.

About Cumberland County Solid Waste Management

Cumberland County Solid Waste Management is an enterprise fund. This means the department receives no tax dollars for daily operations. All County homeowners pay a $130 Solid Waste User Fee each year through their property tax bill. This fee allows residents to use the County landfill, compost facility, container sites, and the Household Hazardous Waste Collection Center for the disposal of household kitchen and bathroom garbage, yard waste, and certain household hazardous materials such as oil-based paint, pesticides, and used motor oil.

Residents may dispose of up to 4 cubic yards per week of household garbage and yard waste at no charge when the material meets County guidelines. Please contact us if you have questions about acceptable materials or load requirements.

The department operates:

  • The Ann Street Landfill
  • The Wilkes Road Compost Facility and LCID Landfill
  • Sixteen container sites
  • The Household Hazardous Waste Collection Center

Programs and Facilities

Formed in 1980, Cumberland County Solid Waste Management oversees:

  • A Subtitle-D landfill, a Construction and Demolition landfill, and research projects related to landfill technology
  • A compost facility that processes more than 40,000 tons of organic material each year
  • Sixteen drop-off container sites
  • A recycling and waste-reduction program that processes more than 3,000 tons of recyclables annually

These programs are funded by the Solid Waste User Fee and by tipping fees for materials that are not covered under the User Fee or that are delivered by commercial or industrial customers.

All Solid Waste facilities are permitted by the State and are inspected annually.

Mission Statement

The mission of the Solid Waste Management Department is to use the sanitary landfill efficiently and to support future waste-disposal programs that protect natural resources. The department works to reduce waste through recycling and to dispose of non-recoverable materials in an environmentally responsible manner.

The Wilkes Road Division operates the clean wood and yard waste facility to help reduce the amount of material sent to the landfill.

The Operations Division manages the Container Sites and Recycling Centers, collects waste from County facilities, and provides recycling services for household residents.

The Planning and Environmental Enforcement Division enforces local, State, and federal laws related to illegal dumping, litter, and hazardous-material disposal.

We thank all residents and businesses that participate in recycling. Recycling extends the life of the County landfill and recovers valuable resources such as plastics, aluminum, metals, glass, cardboard, paper, and yard debris.
