Community Voice & CoC Planning

Your Voice Helps Shape Our Homeless Response System

The NC-511 Fayetteville/Cumberland County Continuum of Care (CoC) is committed to maintaining an open and transparent process for soliciting and considering community input regarding the CoC's general performance, strategies, priorities, and efforts to prevent and end homelessness throughout Fayetteville and Cumberland County.

We Want to Hear From You

NC-511 welcomes input from a broad array of individuals and organizations with knowledge of homelessness or an interest in preventing and ending homelessness within our geographic area.

We encourage participation from individuals with lived experience of homelessness; homeless and housing service providers; nonprofit and community-based organizations; faith-based organizations and churches; businesses and employers; landlords and property managers; healthcare and behavioral health providers; educational institutions; law enforcement and first responders; veteran-serving organizations; child, youth, and family-serving organizations; local government agencies; advocates; and members of the community.

How NC-511 Solicits Community Input

NC-511 provides multiple opportunities for community members and organizations to share their opinions, experiences, concerns, and recommendations. Input may be solicited through community surveys, CoC and committee meetings, public forums and work sessions, stakeholder discussions, community events, electronic communications, the CoC website and Listserv, and other outreach opportunities.

Community members do not have to be CoC members to provide input.

What We Want Your Input On

NC-511 seeks feedback regarding:

  • the CoC's overall performance and effectiveness;
  • current homelessness strategies and initiatives;
  • community housing and service gaps;
  • barriers experienced by individuals and families experiencing homelessness;
  • populations with unmet or emerging needs;
  • homelessness prevention strategies;
  • housing and supportive-service priorities;
  • coordination among community partners; and
  • recommendations for improving the community's response to homelessness.

How Your Feedback Is Considered

Collecting feedback is only one part of the process. NC-511 reviews and considers community input as part of its planning and decision-making processes.

Feedback may be used to identify service gaps and emerging needs, evaluate existing strategies, inform CoC priorities, strengthen partnerships, improve coordination, support funding and planning decisions, and identify opportunities for system improvement.

Community feedback is considered alongside HMIS and Coordinated Entry information, Point-in-Time and Housing Inventory Count data, System Performance Measures, provider feedback, community needs information, and other available local data.

Participate Throughout the Year

Community input is not limited to the annual CoC funding process. NC-511 welcomes feedback throughout the year.

Individuals and organizations may participate by completing the Community Input Survey, attending a CoC meeting or public forum, participating in committees or work sessions, submitting comments through the CoC website, or contacting the CoC office.

Transparency Matters

NC-511 believes that preventing and ending homelessness requires participation from the entire community. By providing multiple opportunities for individuals and organizations to share their knowledge, experiences, and recommendations—and by considering that feedback in planning and priority setting—the CoC works to ensure that its strategies reflect the needs of the community it serves.
