The NC-511 Fayetteville/Cumberland County Continuum of Care (CoC) is pleased to announce the availability of Emergency Solutions Grant (ESG) funds. The NC Department of Health and Human Services has charged NC-511 to submit a community-wide application (a Regional Application) on behalf of the Fayetteville/Cumberland County Continuum of Care.
Agencies that wish to apply for the ESG funding for eligible activities were requested to submit a Letter of Interest (LOI) by Tuesday, June 16, 2026, by 5:00 pm; however, it was not required to submit an ESG application.
The ESG Project Applications for NC-511 and all required attachments must be sent by email by July 24, 2026, by 5:00 pm. EDT to

After accessing the webpage, please scroll to the bottom of the page and locate the "Documents" section. Under this heading, you will find all the required forms, instructions, and supporting documents necessary to complete and submit the application.
Applicants are encouraged to carefully review all available materials prior to completing the application to ensure that all required forms, attachments, and certifications are included at the time of submission.
The NC-511 Review and Ranking committee will notify all applicants of the funding recommendations, funding denials, and/or their application status following completion of the review process, no later than July 31, 2026.
Any appeal of the funding recommendations should be submitted no later than August 7, 2026. Any appeal must be in accordance with the NC-511 appeals policies and procedures.
*Any Agency recommended for ESG funding to support eligible activities must submit a complete ESG Project Application, along with all required supporting documentation and attachments, through the ESG Office Smartsheet no later than Monday, August 17, 2026. Failure to submit all required materials by the stated deadline may result in the agency’s funding recommendation being withdrawn or deemed ineligible for further consideration.
The NC-511 Regional Application must be submitted on behalf of NC-511 to the ESG office by Monday, August 23, 2026

Applicants should carefully review the following requirements before submitting a letter of interest:
*Applicants who can submit a letter of interest:
- Nonprofit organizations with 501(c)(3) status
- Units of local government (cities, counties, and similar governmental entities
- States and certain governmental instrumentalities
*Applicants who cannot submit a letter of interest:
- Individuals cannot apply directly for ESG grants. Instead, individuals and families who require assistance must receive it through organizations that receive ESG funding.
ESG funding is provided on a reimbursement basis only. No advance funding is available.
Agencies must have sufficient operating capital to cover eligible program expenses prior to reimbursement.
Reimbursement requests must be submitted in accordance with NCDHHS ESG requirements, generally within 45 days following the end of the billing month.
All funded activities must comply with applicable federal, state, and local ESG regulations and requirements.
Eligible ESG Activities
Funding may be requested for the following eligible activities:
- Street Outreach
- Emergency Shelter
- Rapid Re-Housing
- Homelessness Prevention
- Homeless Management Information System (HMIS) or Comparable Database Activities*
- Overhead Costs (limited by allowable percentage).
*Please note: HMIS or comparable database costs are only eligible when associated with another ESG-funded eligible activity.
Pursuant to federal ESG regulations, recipients are generally required to provide a 100 percent match of the ESG funds awarded. However, no match is required for State ESG subrecipients.
No more than 60% of funds can be used for Emergency Response Services (Street Outreach and Emergency Shelter). While there is a maximum percent for Emergency Services, there is no maximum for Housing Stability (Rapid Re-Housing, HMIS, and Targeted Prevention).
