Homeless Prevention & Stabilization Voucher Pilot Program

What is this program?
The pilot program offers short-term financial help for people in Cumberland County who are homeless or about to lose their home. The goal is to help those in need find or keep safe, stable housing.

Frequently Asked Questions

  • You may qualify if you:
  • Live in Cumberland County
  • Were recently staying in a shelter or motel
  • Have low income
  • Are working with a case manager or have a housing plan

  • Families with kids
  • Pregnant women
  • People with disabilities

  • You may get help with:
    • Rent- Up to 3 months
    • Utilities- One-time, up to $500
    • Transportation- One-time (for work, doctor or housing)
    • Motel Stay- Up to 7 nights (only if no shelter is open)
    • Security Deposit- Up to one month's rent

No. This is short-term help to get you back on your feet. It’s not a long-term housing voucher.

Community Development does not take walk-in or direct applications.

What do I need to bring?

  • Photo ID

  • Social Security cards or birth certificates for everyone in your home

  • Proof of income

  • Lease or housing papers

  • Utility bills or eviction papers

Bring as much as you can to avoid delays.

How long does it take to get approved?

It depends on:

  • How fast you turn in your papers

  • If your landlord or utility is set up in the County system

  • If funds are available

There is a waiting list. Staff will contact you when your application is being considered.

Who gets the payments?

Payments go directly to landlords or utility companies.

What if I don’t qualify?

Our staff will help you find other housing or utility assistance programs in the community.

Please note:

  • The program lasts up to 3 months

  • Help is not guaranteed a second time

  • Giving false information can stop your help and may be reported to law enforcement
