Purchasing Methods

Informal and Formal Bid procedures are used to purchase goods, services, repair, and construction (when applicable). The amount of time required to process an order varies, but routine purchases should be complete within three (3) working days.

When competition is required, a minimum of three (3) sources is preferred with at least one of these being a Minority and Women Business Enterprise (M/WBE) source.

Less than $1,000 Procurement Card, Invoices (no competition required).
Local purchasing provision should be implemented when possible.
Less than $5,000 Departments encouraged to solicit quotes for competitiveness when possible.
Local purchasing provision should be implemented when possible.
$5,000 - $29,999.99 Department solicits quotes; contacts at least 3 vendors; option to use VSS.
Local purchasing provision should be implemented when possible.
Purchases (apparatus, supplies, materials, or equipment)
$30,000 - $89,999.99 County Purchasing conducts informal bid in accordance with GS 143-131
$90,000 and Above
 
 
County Purchasing conducts formal bid in accordance with GS 143-129.
 
County Manager must approve bid awards amounts between $90,000 - $99,999.
BOCC must approve bid award in amounts of $100,000 or greater.
Acquisition of Services
$30,000 and above Department conducts an informal RFP process.
 
Departments encouraged to contact at least three (3) vendors for competitiveness when possible.

 

Local Purchasing Provision
Contracts for provision of services in any amount and all contracts for the purchase of apparatus, supplies, materials and equipment in which the aggregate purchase price in any single contract is less than $30,000 shall be awarded to local vendors or suppliers, to the greatest extent possible, in accordance with the further conditions set out in the county’s purchasing procedures manual.

Local vendors or suppliers shall be those who demonstrate that they pay business personal or real property taxes and are either self-employed residents of Cumberland County or employ at least one resident of Cumberland County as an employee or officer of the contracting business entity.
