FAYETTEVILLE, N.C. – The following is a summary of the June 12, 2025, Cumberland County Board of Commissioners Agenda Session, which was held at 1 p.m. in Room 564 of the Judge E. Commissioner Glenn Adams gave the invocation and led the Pledge of Allegiance.
- The Board unanimously approved the AGENDA.
- The Board heard the following PRESENTATIONS:
A. Electus Governmental Affairs- Sam Shumate: Commissioner Henry Tyson requested a presentation from Electus Governmental Affairs. Sam Shumate, State Lobbyist, provided an overview of their legislative services.
B. TJ Robinson Life Center: Commissioner Glenn Adams requested a presentation from TJ Robinson Life Center. Director Charlotte Robinson requested a one-time $3 million matching grant and $250,000 annually. The Center, located in Hope Mills, offers programs for youth diversion, veterans, and seniors. C. Continuum of Care (CoC): Assistant County Manager Heather Skeens introduced CoC Board Chair Debbie Brown, who provided an overview of CoC responsibilities, the 2025 Point-in-Time (PIT) Count, and structure. The PIT Count identified 383 unhoused individuals - an increase of three from 2024. Of those, 273 were unsheltered, 47 in emergency shelters, and 64 in transitional housing. CoC requested $227,184 for new staff positions including a data analyst, social worker, and administrative assistant.
D. Voice Dispatch Project Overview: Interim Emergency Services Director Garry Crumpler introduced a proposed automated voice dispatch system to improve consistency in emergency communications. The system pulls information directly from CAD and generates a standard voice dispatch. The Board requested a project update by June 30 and monthly updates thereafter.
E. Cumberland County Water and Sewer Plan: General Manager for Natural Resources Amanda Lee presented an update on the Water Resources Study, which will guide water sourcing for the next 50 years. The study includes coordination with several municipalities. Key opportunities include partnerships with Harnett County, Spring Lake merger discussions, and implementation of automatic metering. The Board unanimously approved proceeding with the countywide plan and completing the feasibility study.
3. The Board moved the following items to the June 16, 2025, CONSENT AGENDA unless otherwise noted.
A. Cumberland County Juvenile Crime Prevention Council Funding Allocations for July 1, 2025 Through June 30, 2026: Revised allocations for FY 25-26 were presented by Assistant County Manager Heather Skeens. Some program agreements remain unconfirmed. The Board voted 5-2 to table the item for more information.
B. Interlocal Agreement between Cumberland County Health Department and the City of Fayetteville: Public Health Director Dr. Jennifer Green presented a three-year, $287,130 grant-supported partnership to combat opioid misuse through improved public health and law enforcement collaboration.
C. Facility and Land Lease Agreements and Happy Deli Franchise Agreement: An amended agreement for Go ‘N Joy Restaurant (DBA Happy Deli) in county buildings will be presented in August 2025 due to prior incomplete execution.
D. Black Voice Museum Project Contract Expansion and Funding Request: Assistant Manager Heather Skeens and Robert Van Geons (CDF) requested a contract extension. To date, $274,449.41 of the County’s $450,000 commitment has been spent. An additional $6,725.37 invoice is pending. City of Fayetteville matching funds are required for full project funding.
E. Agricultural Assistance Policy: Assistant County Manager Faith Phillips presented a $1 million Agricultural Business Assistance Program to support family farms, encourage job retention, and mitigate impacts from disasters and market shifts. The policy is aligned with state statutes and was approved by the ARP Committee.
F. Memorandum of Understanding Between Board of Education and Cumberland County Emergency Services: Interim Emergency Services Director Garry Crumpler presented a partnership Memorandum of Understanding (MOU) with Cumberland County Schools to support a new Emergency Management Career and Technical Education program. There is no cost or staff time obligation. The Board approved the MOU with removal of any reference to County equipment.
G. Purchase of Lillian Black Elementary School: County Manager Clarence Grier presented a proposal to purchase the Spring Lake school for $375,000. The Board directed further research into costs related to maintenance, environmental concerns, and demolition.
H. Vehicle Replacement Policy: County Manager Clarence Grier reported on the countywide vehicle inventory and development of a replacement policy for the County’s fleet.
I. Proposed Revisions to Rules 20 and 25 of the Board’s Rules of Procedure: County Attorney Rick Moorefield presented revisions to align the Rules of Procedure with 2022 statutory changes and case law. Updates clarify how absences and abstentions are handled and expand acceptable teleconference technologies. Revisions were returned to the Policy Committee for additional review.

7. The Board entered CLOSED SESSION pursuant to NCGS 143-318.11(a)(3) to discuss an Attorney-Client matter.
After coming out of closed session, the Board voted 5-1 to terminate the contract with Samet Construction on the Courthouse Parking Deck project.
The Board adjourned the meeting at 6:37 p.m.
