Community Input Survey: Former Crown Event Center Space
FAYETTEVILLE, N.C. — Cumberland County has issued a Request for Proposals (RFP 2025 – White Flag Shelter) to identify qualified providers to operate White Flag shelters during periods of extreme cold weather. This initiative aims to protect vulnerable residents by offering temporary shelter when temperatures or wind chills are forecasted at or below 32 degrees.

Questions Due: Sept. 23, 2025, by 3 p.m.
Interest Meeting: Sept. 26, 2025, at 9 a.m.

RFP Responses Due: Oct. 3, 2025, by 3 p.m.
Interested parties - including nonprofits, service providers, and other potential partners - are encouraged to submit proposals. Submissions may be made individually or in collaboration with other organizations. Current contracted White Flag providers do not need to submit a proposal.

Submission Instructions

Proposals should include detailed information about the organization’s background, shelter capacity, eligibility criteria, service commitments, and budget considerations.
Complete RFP responses must be emailed to Heather Skeens at hskeens@cumberlandcountync.gov before or on Oct. 3, 2025, at 3 p.m.
The subject line should read: “RFP 2025 – White Flag Shelter”. All questions must also be directed to this email before or on Sept. 23, 2025, at 3 p.m.
