FAYETTEVILLE, N.C. – The following is a summary of the Cumberland County Board of Commissioners Regular Meeting held at 9 a.m. on Dec. 1, 2025, in Room 118 the Judge E. Maurice Braswell Cumberland County Courthouse. Agendas and supporting materials are available at cumberlandconc.portal.civicclerk.com.
Commissioner Glenn Adams led the Invocation and Pledge of Allegiance.
PRESENTATIONS
A. The Cumberland County 2025 End of Year Recap Video
The Public Information Office presented the 2025 Recap video, highlighting major initiatives, projects, milestones and the work of County departments in service to residents. The video can be viewed on the County’s social media channels, YouTube, and on CCNCTV Spectrum Channel 5.
B. Proclamation for Sharon Glover
The Board presented a proclamation recognizing Sharon Glover for 20 years of service as a System of Care Coordinator with Alliance Health and the Cumberland County Mental Health Center.
1. PRESENTATION OF PLAQUES TO OUTGOING CHAIRMAN AND VICE CHAIRWOMAN
A. Chairman Kirk deViere
The Board presented Commissioner Kirk deViere with a plaque honoring his year of service as Chair. Commissioner deViere delivered remarks reflecting on his tenure.
B. Vice Chairwoman Veronica Jones
The Board presented Commissioner Veronica Jones with a plaque recognizing her year of service as Vice Chairwoman. Commissioner Jones delivered remarks reflecting on her tenure.
2. ELECTION OF OFFICERS
A. Chair
The Board voted 6–1 to reelect Commissioner Kirk deViere as Chairman of the Board of Commissioners for 2026.
B. Vice Chair
The Board voted 5–2 to reelect Commissioner Veronica Jones as Vice Chairwoman of the Board of Commissioners for 2026.
3. INCOMING CHAIRMAN REMARKS
Chairman deViere delivered remarks underscoring the Board’s continued focus on infrastructure, military partnerships, public safety, education investments and mental health services.
4. APPROVAL OF AGENDA
The Board unanimously approved the agenda.
5. CONSENT AGENDA
A. Approval of a Proclamation Recognizing World AIDS Day
The Board unanimously adopted a proclamation recognizing Dec. 1 as World AIDS Day. The proclamation encourages residents, faith communities and local officials to participate in activities to remember those lost to AIDS and support those living with the disease. Public Health Director Dr. Jennifer Green accepted the proclamation.
B. Approval of a Proclamation Recognizing Winter Weather Preparedness Week
The Board unanimously adopted a proclamation recognizing Dec. 7–13 as Winter Weather Preparedness Week, urging residents to prepare for winter weather hazards.
C. Approval of Outside Counsel
In a prior closed session, the Board reached consensus to engage attorney Jennifer Welch of Cranfill Sumner to resume representation of the County in Lynda Ward and Steven Brey v. Cumberland County et al. The case, originally filed in 2023, was voluntarily dismissed by the plaintiffs in 2024 and has since been refiled. Welch represented the County in the original filing.

The Board of Commissioners will meet again on Thursday, Dec. 11, 2025, at 1 p.m. in Room 564 of the Judge E. Maurice Braswell Cumberland County Courthouse for an Agenda Session, and on Monday, Dec. 15, 2025, at 6:45 p.m. in Room 118 for a Regular Meeting.
