FAYETTEVILLE, N.C. – Cumberland County has promoted Rayshonia Manuel to Director of Community Development, recognizing her extensive experience in public-sector finance, compliance, and community-focused program administration.
Manuel has more than 20 years of experience supporting local government operations and most recently served as Finance Accountant for the County’s Financial Services Department. She previously worked as a Business Manager with the Community Development Department, where she oversaw budgets and complex federal funding sources and ensured compliance with audit and regulatory requirements.
As Director, Manuel will guide programs that support housing stability, neighborhood revitalization, and economic opportunity across Cumberland County, with a continued emphasis on fiscal stewardship, accountability, and service to residents.
“Community Development is central to helping individuals, families, and small businesses access resources that strengthen our neighborhoods,” said Manuel. “I am grateful for the opportunity to lead this department and continue serving the community where I was born and raised.”
Earlier in her career, Manuel served as small business loan director at the Center for Economic Empowerment & Development (CEED), assisting entrepreneurs with access to capital and business development resources. She has also worked as a funeral services licensee and as an executive administrator for a government contractor, experiences that inform her leadership approach and commitment to public service.
“Rayshonia’s background in financial management, regulatory compliance, and community-based programming makes her a strong fit for this role,” said County Manager Clarence Grier. “Her promotion reflects our focus on leadership that understands both the operational responsibilities and the community impact of public service.”
Manuel holds a Bachelor’s degree from Methodist University, and a Master of Business Administration from the University of Phoenix. She is a North Carolina Certified Local Government Finance Officer (NCLGFO) and has completed the requirements for North Carolina Certified Local Government Purchasing Officer (NCLGPO).
