Cumberland County Commissioners Feb. 16 Regular Meeting Wrap-Up

FAYETTEVILLE, N.C. – The following is a summary of the Cumberland County Board of Commissioners Regular Meeting held at 6:45 p.m. on Feb. 16, 2026, in Room 118 of the Judge E. Maurice Braswell Cumberland County Courthouse. Agendas and supporting materials are available at www.cumberlandcountync.gov/commissioners.

Commissioner Glenn Adams led the invocation and the Pledge of Allegiance.

RECOGNITIONS

A. Colin Hall and Gretta Steffens from the Cumberland County Soil and Water Conservation District

At the NC Association of Soil and Water Conservation District 2026 Annual Meeting, Cumberland County Soil and Water Conservation District staff members Colin Hall and Gretta Steffens were recognized through the NC District Employees Association Professional District Employees Program.

Colin Hall received his Standard and Associate Standard Certification, and Gretta Steffens received her Professional Level and Master 1 Certification. These certifications support continuing education and professional development for conservation professionals.

B. Colin Hall, Liana Stanfill and Mitchell Miller for Certified Conservation Planner Certification

The Board recognized conservation professionals for achieving Certified Conservation Planner credentials through the USDA Natural Resources Conservation Service.

  • Colin Hall: Cumberland County Soil and Water Conservation District, Level 1 Certified Conservation Planner

  • Liana Stanfill: Natural Resources Conservation Service, Level 2 Certified Conservation Planner

  • Mitchell Miller: Cumberland County Soil and Water Conservation District Director, Level 3 Certified Conservation Planner and Nutrient Management Planner Specialty

These certifications strengthen the ability of conservation professionals to support landowners and protect natural resources.

PUBLIC COMMENT PERIOD

A public comment period was held.

1. APPROVAL OF AGENDA

The Board unanimously approved the agenda with the following changes:

  • Removal of Consent Agenda 2F, Approval of Opioid Settlement Funds Contracts

  • Removal of Item of Business 4B, Consideration of Alternative Site for the Unhoused Support Center

2. CONSENT AGENDA

The Board unanimously approved the following Consent Agenda items unless otherwise noted:

A. Approval of Minutes for the Jan. 20, 2026 Regular Meeting and the Jan. 23, 2026 Special Meeting

B. Approval for a July 20, 2026 Board of Commissioners Meeting

C. Approval of an Execution of NCDOT Continuing Indemnity Bond

D. Approval of an Award Bid for Cliffdale Recreation Center Generator Installation and associated Budget Amendment #260048

E. Approval of Health Department’s Delinquent Accounts to be turned over for Bad Debt Write Off

F. Approval of Opioid Settlement Funds Contracts This item was removed by unanimous vote.

G. Approval to Pay Prior Year Invoices

H. Approval of RFQ Award Recommendation for Transitional and Permanent Supportive Housing Program

I. Approval of Budget Ordinance Amendments for the Feb. 16 Board of Commissioners Agenda

J. Approval of Sole Source Purchase of Annual Maintenance and Support for Recording Systems for Emergency Services

K. Approval of Sole Source Purchase of Annual Subscription to NEOGOV for County Human Resources and Department of Social Services

L. Approval of 2026 (FY27) Federal Legislative Agenda

M. Approval of Funding for CCFCA Mobile Incident Command Post Modernization and Associated Budget Ordinance Amendment #B260272

N. Approval of Funding for Cumberland County Emergency Services Mobile Incident Command Post and Associated Budget Ordinance Amendment #B260269

O. Approval of Proposed Amendments to Rules 5 & 10 of the Board’s Rules of Procedure

3. PUBLIC HEARINGS

There were no public hearings.

4. ITEMS OF BUSINESS

A. Consideration of Amendments to Sec. 5-9 of the Emergency Management Ordinance - Second Reading

The Board conducted a second reading of proposed amendments to Section 5-9 of the County’s Emergency Management Ordinance. A second reading was required because all Commissioners were not present at the first reading.

The Board unanimously adopted the resolution, including amendments to Sections F and C as identified by the County Attorney.

B. Consideration of Alternative Site for the Unhoused Support Center This item was removed by unanimous vote.

5. NOMINATIONS

There were no nominations during this meeting.

6. APPOINTMENTS

There were no appointments during this meeting.

The meeting adjourned at 7:19 p.m.
