Cumberland County Commissioners March 2 Regular Meeting Wrap-Up

FAYETTEVILLE, N.C. – The following is a summary of the Cumberland County Board of Commissioners Regular Meeting held at 9 a.m. on March 2, 2026, in Room 118 the Judge E. Maurice Braswell Cumberland County Courthouse. Agendas and supporting materials are available at cumberlandconc.portal.civicclerk.com.

Commissioner Marshall Faircloth led the invocation and Pledge of Allegiance.

The Board received a Women’s History Month video presentation produced by the Public Information Office. The video highlighted women serving in senior leadership roles across Cumberland County Government and the Courts.

The Board recognized Miss Fayetteville Haleigh Jo Baker and Miss Fayetteville Teen Emma Taylor. Both thanked the Board for the opportunity to represent the community and shared updates on their advocacy work supporting teachers and veterans.

Chairman Kirk deViere recognized Sheriff Johnathan Morgan and Town of Hope Mills Commissioner Grilley Mitchell, who were in attendance.

1. APPROVAL OF AGENDA

The Board unanimously approved the agenda with the following changes:

  • Addition of a Closed Session, Attorney Client Matter Pursuant to NCGS 143-318.11(a)(3)

2. CONSENT AGENDA

The Board unanimously approved the following consent items unless otherwise noted:

A. Approval of Feb. 3 meeting minutes

B. Approval of a change to the April 2026 meeting schedule:

  • April 6 Regular Meeting will move to Monday, April 13, at 9 a.m.

  • April 9 Agenda Session will move to Thursday, April 16 at 1 p.m.

  • April 20 Regular Meeting will move to Monday, April 27 at 6:45 p.m.

C. Approval of a proclamation recognizing March 1 - 7 as Severe Weather Preparedness Week in Cumberland County.

D. Approval of a proclamation recognizing Women’s History Month in Cumberland County.

E. Approval of a notification to Department of Revenue Advanced Octennial Reappraisal.

F. Approval of contract with the Salvation Army

There were no Items of Business for this meeting.

4. NOMINATIONS

There were no Nominations for this meeting.

5. APPOINTMENTS

There were no Appointments for this meeting.

6. CLOSED SESSION

The Board entered Closed Session to discuss:

  • Attorney Client Matter Pursuant to NCGS 143-318.11(a)(3). This Closed Session was added by unanimous vote.

Following Closed Session, Chairman Kirk deViere reported that County Attorney Rick Moorefield provided an update to the Board regarding the County’s lawsuit with Chemours. No action was taken.

The meeting adjourned at 9:37 a.m.

Chairman Kirk deViere will deliver the State of the County address on March 16 at 6 p.m., followed by the Board of Commissioners Regular Meeting at 6:45 p.m., in the Cumberland County Historic Courthouse, 130 Gillespie St.
