Cumberland County Commissioners March 17, 2026 Regular Meeting Meeting Wrap-Up

FAYETTEVILLE, N.C. – The following is a summary of the Cumberland County Board of Commissioners Regular Meeting held at 6:45 p.m. on March 17, 2026, in the Cumberland County Historic Courthouse. The meeting was originally scheduled for March 16, 2026, but was rescheduled due to a severe weather threat. Agendas and supporting materials are available at www.cumberlandcountync.gov/commissioners.

Vice Chairwoman Veronica Jones led the invocation and Pledge of Allegiance.

PUBLIC COMMENT PERIOD

A public comment period was held.

1. APPROVAL OF AGENDA

3. PUBLIC HEARINGS

A. CASE # ZON-26-0001

Rezoning request from O&I(P) Planned Office and Institutional District to C1(P) Planned Local Business District or to a more restrictive zoning district for a parcel comprising approximately 0.39 +/- acres; located at 2448 Owen Dr. Submitted by Vernard Whitfield (Applicant) on behalf of Ronnie, Donnie, and James Marley (Owners). The Board unanimously approved the rezoning request.

B. CASE # ZON-26-0004

Rezoning request from R40A/CUD Residential Conditional Use District to A1 Agricultural District or to a more restrictive zoning district for a parcel comprising approximately 9.73 +/-acres; located at the southeast corner of Goldsboro Rd. and Eason Rd. Submitted by Bobby and Yolanda Barefoot (Owners). The Board unanimously approved the rezoning request.

C. CASE # ZON-26-0005

Rezoning request from RR Rural Residential District and PND Planned Neighborhood Development District to A1 Agricultural District or to a more restrictive zoning district for a parcel comprising approximately 81.80 +/- acres; located at 2801 McBryde St. Submitted by Scott Flowers (Applicant) on behalf of McCormick Farms Limited Partnership (Owners). The Board unanimously approved the rezoning request.

D) CASE # ZON-26-0003

Rezoning request from R40A Residential District to A1 Agricultural District or to a more restrictive zoning district for a parcel comprising approximately 5.00 +/- acres; located at 3943 Crittercreek Rd. Submitted by Richard Mamara (Owner). The Board unanimously denied the rezoning request.

4. ITEMS OF BUSINESS

A. Consideration of a Rejection of Previously Awarded Invitation for Bid #26-20-CTY Ground Mosquito Control Services Stand-By Contract

On Dec. 15, 2025, the Board approved a bid award for Invitation for Bid (IFB) #26-20-CTY for Ground Mosquito Control Services. The IFB was initially issued in Oct. with no responses and reissued in Nov., resulting in one bid. After the award was issued, the vendor indicated their bid pricing was based on total miles driven to apply the product, rather than the intended measurement of square miles treated. This differed from the scope outlined in the IFB and approved by the Board. The vendor subsequently withdrew their bid. The Board unanimously rejected all bids.

B. Consideration of a Resolution of Intent to Lease With Coastal Horizons Center, Inc.

Coastal Horizons Center, Inc., currently leases County-owned property located at 412 Russell St. in Fayetteville. The existing lease is set to expire on April 30, 2026. The organization requested to renew the lease under the same terms for an additional 14-month period, ending June 30, 2027. The Board unanimously adopted the resolution.

C. Consideration of an Electrical Easement Request – Cliffdale Landfill

Cumberland County owns the property known as the Cliffdale Landfill, located near Lowell Harris Rd. The N.C. Department of Environmental Quality’s Pre-Regulatory Landfill Unit is installing an interim soil vapor extraction system to reduce boundary methane levels. As part of this effort, electrical service upgrades are needed. Lumbee River Electric Membership Corporation has requested an easement to allow for installation and ongoing maintenance, as no existing easement has been identified. The system is ready to be energized upon completion of the electrical work. The Board unanimously approved the easement.
