Cumberland County Commissioners May 4, 2026 Regular Meeting Wrap-Up

FAYETTEVILLE, N.C. – The following is a summary of the Cumberland County Board of Commissioners Regular Meeting held at 9 a.m. on May 4, 2026, in Room 118 the Judge E. Maurice Braswell Cumberland County Courthouse. Agendas and supporting materials are available at cumberlandconc.portal.civicclerk.com.

PRESENTATION

There were no presentations for this meeting. 

RECOGNITION

A. Retired Environmental Health Director Daniel Ortiz

The Board recognized retired Environmental Health Director Daniel Ortiz for his 29 years of service and dedication to Cumberland County.

1. APPROVAL OF AGENDA

The Board unanimously approved the agenda with the following changes:

  • Addition of a Closed Session to discuss Real Property Acquisition pursuant to NCGS 143-318.11(a)(5)

  • Addition of Consent Agenda item 2H, Proclamation recognizing May 4-8 as Economic Development Week in Cumberland County

2. CONSENT AGENDA

The Board unanimously approved the following consent items unless otherwise noted:

A. Approval of the April 6, 2026 Board of Commissioners' Regular Meeting Minutes

B. Approval of a Proclamation Recognizing Carlotta Ray Carlotta Ray received the proclamation.

C. Approval of a Proclamation Recognizing Cumberland County Law Enforcement Officers Week and Peace Officers Memorial Day

D. Approval of a Proclamation Recognizing Mental Health Awareness Month in Cumberland County

E. Approval of a Proclamation Recognizing National Treatment Court Month

F. Approval of a Proclamation Recognizing Hurricane Preparedness Week

G. Approval of a Proclamation Recognizing the Nation's 250th Anniversary

H. Approval of a Proclamation Recognizing May 4-8 as Economic Development Week in Cumberland County This item was added by unanimous vote. Fayetteville Cumberland Economic Development Corporation (FCEDC) Marketing Manager Brittany Tschida Odom received the proclamation.

3. ITEMS OF BUSINESS

A. Consideration of a Resolution To Lease Certain Real Property To The Coastal Horizons Center, Inc.

The Board previously adopted a resolution of intent at its March 17 which was rescheduled from March 16 due to weather. The Board unanimously approved a resolution to lease County-owned real property located at 412 Russell St. in Fayetteville to Coastal Horizons Center, Inc.

B. Consideration of a Contract for Off-Site Soil Delivery – Ann Street Landfill (Cell 11)

County Solid Waste Management requires imported soil to support construction of Cell 11 at the Ann Street Municipal Solid Waste Landfill. The project was originally advertised for bid on Oct. 27, 2025, with bids opened Nov. 12, 2025. The lowest responsive bid exceeded the available budget.

On Dec. 15, 2025, the Board approved negotiations for a reduced scope of work limited to Cell 11. Funding is available within the Solid Waste Landfill Expansion Project. The Board unanimously approved a contract with Triangle Grading & Paving, Inc. for an amount not to exceed $2 million.

C. Consideration of a Bid Award for Crown Coliseum Sound System

An Invitation for Bids was issued March 20, with bids opened April 2. Metropolitan Interactive LTD submitted the lowest responsive and responsible bid in the amount of $1,499,805.06.

This item was previously presented at the Board’s April 27 Regular Meeting, where no action was taken. Staff advised that, to meet Local Government Commission debt financing deadlines, the project would need to be re-bid if not approved. The Board voted 5-1 to reject all bids and authorized an immediate rebid with modified specifications.

D. Consideration of Rejection of Bids for Cumberland County Expo Center – Chiller Replacement

Formal bids for the Cumberland County Expo Center chiller replacement project were advertised Nov. 20, 2025, with bids received Dec. 18, 2025. The project would replace the existing chiller system at the Expo Center located at the Crown Complex.

Three bids were received, and all exceeded the available project budget. Staff recommended rejecting all bids and reviewing options to revise the project scope and rebid at a future date. The Board unanimously rejected all bids.

E. Consideration of Crown Complex Theatre and Arena Modernization/Renovation - Construction Manager at Risk Selection (CMAR)

A Request for Qualifications was issued in January 2026 for construction manager at risk services related to the Crown Complex Theatre and Arena modernization and renovation project. Five proposals were received March 25 and reviewed by representatives from Cumberland County, SFL+A Architects, Oak View Group and Turner & Townsend Heery.

Interviews were conducted April 23. The Board voted 5-1 to approve TA/Loving Metcon as the Construction Manager at Risk for the project.

6. CLOSED SESSION

The Board entered Closed Session to discuss:

  • Attorney Client Matter Pursuant to NCGS 143-318.11(a)(3)

  • Personnel Matters Pursuant to NCGS 143-318.11(a)(6)

  • Real Property Acquisition pursuant to NCGS 143-318.11(a)(5) This item was added by unanimous vote. 

Following Closed Session, no action was taken. 

The meeting adjourned at 11:36 a.m.
