Cumberland County Commissioners April 13, 2026 Regular Meeting Wrap-Up

FAYETTEVILLE, N.C. – The following is a summary of the Cumberland County Board of Commissioners Regular Meeting held at 9 a.m. on April 13, 2026, in Room 118 the Judge E. Maurice Braswell Cumberland County Courthouse. Agendas and supporting materials are available at cumberlandconc.portal.civicclerk.com.

Commissioner Glenn Adams led the invocation and Pledge of Allegiance.

Chairman Kirk deViere took a moment of personal privilege to recognize those deployed or deploying to potentially hostile environments.

PRESENTATION

A. Child Advocacy Center

April is recognized as Child Abuse Prevention month. Child Advocacy Center Executive Director John Webster presented an update on the center’s work, including pinwheel planting ceremonies that honor the children the center serves. Vice Chairwoman Veronica Jones presented a proclamation recognizing April 2026 as Child Abuse Prevention Month in Cumberland County.

RECOGNITION

A. Andrea Tebbe, Clerk to the Board of Commissioners

Clerk to the Board Andrea Tebbe was recognized for earning her North Carolina Certified County Clerk designation. On March 26, 2026, she completed the criteria established by the North Carolina Association of County Clerks and the International Institute of Municipal Clerks. Chairman Kirk deViere presented Tebbe with a Chairman’s Coin in recognition of her dedication and service.

1. APPROVAL OF AGENDA

The Board unanimously approved the agenda with the following changes:

  • Addition of a Closed Session during the NORCRESS Water and Sewer Governing Board meeting to discuss real property acquisition pursuant to NCGS 143-318.11(a)(5)

  • Removal of Consent Agenda 2J, Approval of a contract with Kania Law Firm, P.A. for Legal Services for Tax Foreclosure, and addition of the Item as 3C, Items of Business

  • Removal of Consent Agenda 2P, Approval of Budget Ordinance Amendments for the April 13, 2026 Board of Commissioners Agenda, and addition of the item as 3D, Items of Business

2. CONSENT AGENDA

The Board unanimously approved the following consent items unless otherwise noted:

A. Approval of March 2, 2026 Meeting Minutes

B. Approval of a Proclamation recognizing County Government Month in Cumberland County

C. Approval of a Proclamation Recognizing Child Abuse Prevention Month in Cumberland County

D. Approval of a Proclamation Recognizing Second Chance Month Cumberland County

Assistant County Manager Heather Skeens accepted the proclamation, presented by Commissioner Glenn Adams.

E. Approval of a Proclamation Recognizing National Telecommunicators Week

Members of the County’s Telecommunicator 911 team attended and received the proclamation from Commissioner Henry Tyson.

F. Approval of a Countywide Social Media Governance Policy

G. Approval of Animal Services Position Requests

H. Approval of an Authorization to Submit MRF Grant Application - Regional Wastewater Study

I. Approval of a Final Certification of Eagles Bluff Subdivision - NORCRESS Permit

J. Approval of a contract with Kania Law Firm, P.A. for Legal Services for Tax Foreclosure

This item was removed from the Consent Agenda and moved to Items of Business by unanimous vote.

K. Approval of a Continuation of the Fayetteville Tech H.O.P.E. Program Contract

L. Approval of an Acceptance of the U.S. Department of Justice Office on Violence Against Women FY 2025 Transitional Housing Assistance Grant and Association Grant Project Budget Ordinance Amendment B260879

M. Approval of an Allocation of Local Project Funds and Adoption of Capital Project Budget Ordinance B260878 for the Phoenix Place and Robins Meadow Housing Initiative

N. Approval of a Modular Replacement Housing Project

O. Approval of a Loan Agreement and related closing documents for West Cumberland Phase 2

P. Approval of Budget Ordinance Amendments for the April 13, 2026 Board of Commissioners Agenda This item was removed from the Consent Agenda and moved to Items of Business by unanimous vote.

Q. Approval of Fire Districts Budget Ordinance Amendment B260959

R. Approval of Formal Bid Award for Request for Letters of Intent for Fayetteville Area Metropolitan Planning Organization Transit Study

S. Approval of Sole Source purchase of annual subscriptions to Fifth Asset, Inc., DBA DebtBook for County Finance Department

T. Approval to Pay Prior Year Invoice and Budget Ordinance Amendment B260656

U. Approval to Pay Prior Year Invoices

3. ITEMS OF BUSINESS

A. Consideration of a Resolution in Support of FY27 State Legislative Agenda

Assistant County Manager Faith Phillips presented the resolution. The Board previously met with the state legislative delegation on March 19, 2026, to discuss priorities. The Board unanimously approved the resolution.

B. Consideration of the Cumberland County Aquatic Center Project Comprehensive Feasibility Study Request for Proposals

County Manager Clarence Grier presented background information. The county issued an RFP on Dec. 31, 2025. Following evaluation, LS3P was selected as the preferred firm. The Board unanimously approved LS3P to conduct the study.

C. Approval of a Contract with Kania Law Firm, P.A. for Legal Services for Tax Foreclosure This item was removed from the Consent Agenda and moved to Items of Business by unanimous vote.

Commissioner Glenn Adams noted concern that local firms may not have received notice of the opportunity and requested additional outreach. Tax Administration staff stated the opportunity was advertised on the county website and a state bid portal. The Board unanimously approved the contract and directed staff to issue an additional RFP to support future capacity needs.

D. Approval of Budget Ordinance Amendments for the April 13, 2026 Board of Commissioners Agenda This item was removed from the Consent Agenda and moved to Items of Business by unanimous vote.

Commissioner Glenn Adams requested adding the word “Community” to “Cumberland County Foundation” for clarity. The Board unanimously approved the amendments with the requested change.

There were no Nominations for this meeting.

5. APPOINTMENTS

There were no Appointments for this meeting.

6. RECESS BOARD OF COMMISSIONERS MEETING

The Board recessed the Board of Commissioners meeting and convened as the NORCRESS Water and Sewer District Governing Board.

7. CONVENE AS NORCRESS WATER AND SEWER DISTRICT

GOVERNING BOARD MEETING

The Board recessed the Board of Commissioners meeting and convened as the NORCRESS Water and Sewer District Governing Board.

A. Approval of a Final Certification of Eagles Bluff Subdivision - NORCRESS Permit

The Board unanimously approved the final certification.

B. Approval of an Authorization to submit MRF Grant Application - Regional Wastewater Study

General Manager for Natural Resources Amanda Lee presented the item. The study will evaluate regional approaches to water and wastewater service in the NORCRESS area and surrounding communities. Funding is available through the North Carolina Department of Environmental Quality’s Division of Water Infrastructure. Applications are due April 30, 2026.

The Board unanimously approved submission of the grant application.

The NORCRESS Water and Sewer Governing Board entered a Closed Session to discuss:

  • Real Property Acquisition Pursuant to NCGS 143-318.11(a)(5) This Closed Session was added by unanimous vote.

Following Closed Session, no action was taken.

8. ADJOURN NORCRESS WATER AND SEWER DISTRICT GOVERNING BOARD MEETING

The Board adjourned as the NORCRESS Water and Sewer District Governing Board.

9. RECONVENE THE BOARD OF COMMISSIONERS MEETING

The Board reconvened as the Board of Commissioners.

10. CLOSED SESSION

The Board entered Closed Session to discuss:

  • Attorney Client Matter Pursuant to NCGS 143-318.11(a)(3)

Following Closed Session, no action was taken.

The meeting adjourned at 10:39 a.m.
