County Continues Opportunity for Temporary Emergency Shelter Providers to Submit Proposals

FAYETTEVILLE, N.C. — Cumberland County is continuing its Request for Information (RFI) process to identify qualified providers to operate a temporary emergency shelter for individuals experiencing homelessness. To expand opportunities for participation and support broader community input, the submission deadline has been extended to Thursday, Aug. 8, 2025, at 5 p.m.

This continued opportunity reflects the County’s commitment to engaging a wide range of community partners and gathering comprehensive information to guide the implementation of a temporary emergency shelter solution.

Key Dates

  • RFI Rereleased: July 25, 2025

  • RFI Responses Due: Aug. 8, 2025, by 5 p.m.

Interested parties, including nonprofits, businesses, and other potential partners, are encouraged to respond. Submissions may propose to:

  • Provide emergency shelter services;

  • Offer a facility suitable for temporary shelter operations; or

  • Deliver both shelter services and facility space.

“We know that real solutions require real collaboration,” said Cumberland County Board of Commissioners Vice Chairwoman Veronica Jones. “This extension is not about restarting the process; it’s about expanding the circle. We value those who’ve already responded, and we want to make sure every qualified voice has a chance to be heard. Together, we can create a shelter system that truly serves our neighbors with dignity and care.”

The RFI is not a solicitation for bids or proposals, but rather a tool to gather ideas, operational models and potential provider qualifications. Organizations that previously submitted responses do not need to reapply unless they would like to submit updated or additional materials.

The County encourages nonprofits, faith-based groups, and service providers with experience supporting vulnerable populations to review the RFI and submit responses.
