2024 ANNUAL ACTION PLAN PUBLIC REVIEW & COMMENT PERIOD 

In continuing our efforts to enhance citizen participation among County residents, Cumberland County Community Development (CCCD) has made available for your review and comment a draft of the 2024 Annual Action Plan.

The 2024 Annual Action Plan, which must be submitted to the United States Department of Housing and Urban Development (HUD), describes the specific projects that will be undertaken in the 2024 Program Year (July 1, 2024 – June 30, 2025).

The draft plan at the Cumberland County Community Development Department will be available for review from March 20, 2024 through April 19, 2024. The Department’s office is located at 707 Executive Place, Fayetteville, NC 28302. Copies of the draft plan will be available for review on Cumberland County’s website at www.cumberlandcountync.gov (through the Community Development Department), or upon request, can be emailed to you.

Cumberland County Community Development Public Meetings

Cumberland County Community Development (CCCD) is currently planning for the 2024 Annual Action Plan. CCCD will be presenting at various Town Hall meetings to provide information on various housing programs and other activities offered to eligible Cumberland County residents through its Community Development Block Grant and Home Investment Partnerships Program. CCCD welcomes feedback from residents on community needs that will help CCCD in prioritizing projects to be undertaken for the upcoming 2024 Program Year.

PY2022 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT

PUBLIC REVIEW AND COMMENT PERIOD

 

In continuing our efforts to enhance citizen participation among County residents, Cumberland County Community Development (CCCD) has made available for your review and comment a draft of the Program Year (PY) 2022 Consolidated Annual Performance and Evaluation Report (CAPER). 

 

The CAPER provides information on Cumberland County’s use of the Community Development Block Grant and HOME Investment Partnership Act grant funds during PY2022 (July 1, 2022-June 30, 2023).  This allows the County an opportunity to evaluate its overall progress in carrying out the priorities and specific objectives identified in its 2022 Annual Action Plan.  All citizens are encouraged to review the document and offer comments.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the County of Cumberland.

REQUEST FOR RELEASE OF FUNDS

On or about at least one day after the termination of the public comment period for the FONSI but not before comments on the FONSI have been considered and resolved, Cumberland County will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974, as amended, and the HOME Investment Partnerships Program (HOME) under Title II of the Cranston-Gonzales National Affordable Housing Act of 1990, for the purpose of following project:

Project:  Hawley Lane Project
Project Description:  Public facility consisting of 50,000 sq ft, residential structures, and parking lot. Project site will require acquisition of parcels, demolition of an existing structure, and construction.
Location:  Parcel #s:  0437-84-9172, 0437-84-8219, 0437-84-8347, 0437-84-8464, 0437-84-9540, 0437-84-7581; Fayetteville (Cumberland County), NC
Estimated amount of CDBG funds that will be used:  $500,000
Estimated amount of HOME funds that will be used:  $500,000

FINDING OF NO SIGNIFICANT IMPACT

The County of Cumberland has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at Cumberland County Community Development, 707 Executive Place, Fayetteville, North Carolina and may be examined or copied between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the office of Cumberland County Community Development Department, 707 Executive Place, P.O.  Drawer 1829, Fayetteville, NC 28302. All comments received by August 7, 2023, will be considered by the County of Cumberland prior to authorizing submission of a request for release of funds.

Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The County of Cumberland certifies to HUD that Clarence Grier, in his official capacity as County Manager, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under the National Environmental Policy Act of 1969 and related laws and authorities and allows the County of Cumberland to use Program funds. 

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the County of Cumberland’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the County of Cumberland; (b) the County of Cumberland has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to:

NOTICE OF CUMBERLAND COUNTY COMMUNITY DEVELOPMENT FUNDING
1/31/2022

REQUEST FOR APPLICATIONS (RFA)
Community Development Block Grant (CDBG) Home Investment Partnerships Program (HOME)

Cumberland County Community Development (CCCD) seeks qualified applicants to submit applications 
for the following activities:

1.) Public Services (Case Management and/or Homeless Services): This year, CCCD will only funds 
programs that will provide case management and / or services to homeless persons or those persons 
at-risk of becoming homeless. Eligible applicants include non-profit organizations, public 
agencies, and under certain conditions, units of local government. Funding may be used for human 
services programs that provide services for low and moderate- income residents. Maximum CDBG funds 
available: $60,000. More than one project may be funded from this allocation.

Note: Projects / programs located within Shaw Heights neighborhood (a designated Neighborhood 
Revitalization Strategy Area) have a higher funding cap of up to $100,000.

2.) Public Facilities / Improvements: Eligible applicants include non-profit organizations, public 
agencies, and under certain conditions, units of local government. Funding can be provided for 
acquisition, rehabilitation, or construction of public facilities and / or improvements that 
provide services for low to moderate income residents. Structures may include, but are not limited 
to: shelters, transitional housing, community centers, and water/sewer. Maximum CDBG funds 
available per project application:  $150,000.   More than one project may be funded from this 
allocation.

3.) Affordable Housing Development: Eligible applicants include non-profit or for-profit entities, 
public agencies, and under certain conditions, units of local government. HOME funding may be used 
for affordable housing activities to include construction of new units or rehabilitation of 
existing housing units. Applicants may propose units for sale or for rent and in any combination 
of single family or attached housing design. Maximum funds available: $1,000,000. More than one 
project may be funded from this allocation.

4.) Special Economic Development Activities: Eligible applicants include non-profit or for-profit 
entities that will create or retain jobs for low/moderate income persons. Funding may be used to 
finance costs that include acquisition, construction or rehabilitation, site improvements, and 
purchase of machinery and equipment. Maximum CDBG funds available per project application:  
$100,000.   More than one project may be funded from this allocation.

Note: Proposed projects must be consistent with Cumberland County Community Development’s 2020-2025 
Consolidated Plan. The selected projects will be funded during the Program Year July 1, 2022 
through June 30, 2023.  All projects must meet the specific requirements outlined in the 
application guidelines.

Application Deadline: Friday, February 25, 2022 at 4:00 p.m.

http://www.co.cumberland.nc.us/community_dev.aspx. It is the responsibility of the applicant to 
check the website for any such addendums, supplements, or amendments made to the notice.

Income restrictions may apply. Funding provided by the U.S. Department of Housing and Urban 
Development
(HUD).  Funding subject to change pending HUD’s approved allocations and availability of grant 
funds.

The above-named County proposes to request the U.S. Department of Housing and Urban Development (HUD) to release Federal funds from the Community Development Block Grant (CDBG) under Title I of the Housing and Community Development Act of 1974, as amended for the following project:

Project:  Myrover-Reese Fellowship Hall Project
Project Description:  This project involves construction and rehabilitation of the fellowship hall of Myrover-Reese Recovery Homes. The interior bathrooms and storage areas of the current fellowship hall (1114 sq ft) will be removed and new construction (1319 sq ft) will add 10 breakout rooms, 3 offices for admin staff, 2 bathrooms, and a small lobby area.

Estimated amount of CDBG funds that will be used:  $200,000

It has been determined that such request for release of funds will not constitute an action significantly effecting the quality of the human environment and, accordingly, the above-named County has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969.

An Environmental Review Record pertaining to this project has been made by the above-named County which documents the environmental review of the project and more fully sets forth the reasons why such statement is not required.  This Environmental Review Record is on file at the above address and is available for public examination and copying, upon request, at Cumberland County Community Development, 707 Executive Place, Fayetteville, North Carolina between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday.

No further environmental review of such project is proposed to be conducted, prior to the request for release of funds.

PUBLIC COMMENTS ON FONSI

All interested agencies, groups, and persons disagreeing with this FONSI decision are invited to submit written comments for consideration by Cumberland County to the office of Community Development Department, 707 Executive Place, P.O.  Drawer 1829, Fayetteville, NC 28302, on or before February 14, 2022 at 5:00 p.m.  All such written comments so received will be considered and Cumberland County will not request the release of Federal Funds or take any administrative action on the proposed project prior to the date specified in the preceding sentence.


NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

At least one day after the termination of the public comment period for the FONSI but not before comments on the FONSI have been considered and resolved, Cumberland County will submit a Request for Release of Funds (RROF) and Certification to HUD.  Cumberland County is certifying to HUD that the County and the chief executive officer or other officer of the County approved by HUD, in his/her official capacity as County Manager, consent to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to environmental review, decision making, and action; and that these responsibilities have been satisfied.  The legal effect of the certification is that upon its approval, the Certifying Officer, County Manager, Amy Cannon, may use the CDBG funds and HUD will have satisfied its responsibilities under the National Environmental Policy Act of 1969 and related laws and authorities.  

OBJECTION TO RELEASE OF FUNDS

HUD will accept an objection to its approval of the release of funds and acceptance of the certification only if it is on one of the following bases:  (a) That the certification was not in fact executed by the chief executive officer or other officer of the responsible entity approved by HUD: or (b) that the responsible entity’s Environmental Review Record for the project indicates omission of a required decision, finding, or step applicable to the project in the environmental review process.  Objections to the release of funds must be prepared and submitted in accordance with the required procedure (24 CFR Part 58) and may be addressed to HUD at:

All citizens of Cumberland County are invited to listen in on the public hearing that will be held live on April 15, 2024 via the Cumberland County website (www.cumberlandcountync.gov), Facebook page (facebook.com/CumberlandNC), YouTube page (youtube.com/user/CumberlandCountyNC/videos), and on Cumberland County North Carolina TV (CCNC-TV) Spectrum Cable Channel 5. The meeting will begin at 6:45 p.m.
