County Community Development Issues Request for Applications for Several Community Projects

FAYETTEVILLE, N.C. – Cumberland County Community Development (CCCD) is seeking qualified applicants to apply for Program Year 2026–2027 Community Development Block Grant (CDBG) and Home Investment Partnerships Program (HOME) funding. The department seeks partners to deliver services and develop projects that support low- to moderate-income residents throughout Cumberland County.

CCCD invites eligible nonprofits, public agencies and, in some categories, units of local government and for‑profit entities to submit applications for the following:

Public Services (Case Management and/or Homeless/Unsheltered/Unhoused/Displaced/Housing-Insecure Services)

CCCD will give strong consideration to projects that provide case management and/or services to homeless, unsheltered, unhoused, displaced or housing‑insecure individuals, as well as those at risk of homelessness. CDBG funds may be used for human services programs serving low‑ to moderate‑income residents.

Available Funding: $10,000 to $15,000 per application, with no more than four projects to be funded due to projected funding limitations. More than one project may be funded from this allocation.

Public Facilities and Improvements

CDBG funding may be used for eligible projects that may include the acquisition, rehabilitation or construction of facilities or infrastructure that benefits low‑ to moderate‑income residents, including homeless/unhoused shelters, transitional housing and water/sewer projects.

Available Funding: Up to $150,000 per application. More than one project may be funded from this allocation.

Affordable Housing Development

HOME funds may support the construction or rehabilitation of affordable rental or for‑sale housing units by nonprofit or for‑profit entities, public agencies or eligible local government units. Priority will be given to developments that will provide additional units to the affordable housing inventory in the County, target special populations (including homeless households, large families and individuals with disabilities) or serve households at or below 30% of the area median income.

Available Funding: Up to $500,000 issued as a loan or grant. More than one project may be funded from this allocation.

Special Economic Development Activities

Nonprofit or for‑profit entities may apply for CDBG funds to support activities that create or retain jobs for low‑ to moderate‑income persons. Funds may be used for acquisition, construction, rehabilitation, site improvements and the purchase of machinery or equipment.

Available Funding: Up to $100,000 per application, issued as a loan or grant. More than one project may be funded from this allocation.

All proposed projects must align with CCCD’s 2025–2029 Consolidated Plan and will be funded during the Program Year beginning July 1, 2026, and ending June 30, 2027. Project locations must be within Cumberland County, subject to certain restrictions that may apply.

Funding for all programs is provided by the U.S. Department of Housing and Urban Development (HUD). Income restrictions apply, and all funding is subject to change based on HUD’s final allocations and grant availability.
