FAYETTEVILLE, N.C. – The following is a summary of the Cumberland County Board of Commissioners Regular Meeting held on Sept. 1, 2026, at 9 a.m. in Room 118 of the Judge E. Maurice Braswell Cumberland County Courthouse. Agendas and supporting materials are available at www.cumberlandcountync.gov/commissioners.
Commissioner Marshall Faircloth led the invocation and Pledge of Allegiance.

1. RECOGNITIONS
A. 2026 NACo Achievement Awards
The Board of Commissioners recognized multiple County departments for receiving the National Association of Counties (NACo) 2026 Achievement Awards. The following departments were recognized:

Innovation & Technology Services
Public Information Office
Commissioners recognized Fire Marshal Kevin Lowther with a proclamation honoring his service with Cumberland County. Lowther has been hired as an assistant county manager in Sampson County and will be leaving Cumberland. Lowther began his career in emergency services in 2004 as a Vander Fire Department volunteer firefighter. In addition to serving as the county’s fire marshal, Lowther has also served as the Fire & Line Safety Chairperson for the Cumberland County Fire Chiefs’ Association.
Commissioners recognized Myrover-Reese Fellowship Homes, a non-profit 501(C)(3) corporation that has provided supervised living for men and women who suffer from the disease of chemical dependency for 65 years. It was founded by Pat Reese and Jimmy Myrover and members of Alcoholics Anonymous in 1961. Myrover-Reese operates three halfway houses, helping people recover through compassion, faith and structured support.

4. ITEMS OF BUSINESS
A. Approval of Contractor for the Crown Coliseum Audio System
General Manager for Natural Resources Amanda Lee presented. Commissioners approved by a vote of 4 - 2 to award the contract for the Crown Coliseum audio system upgrade to Metropolitan Interactive in the amount of $1,721,688.42. The award consists of a base bid in the amount of $1,299,614.06 and Alternate #1 in the amount of $422,074.36 for the owner’s preferred Meyer Panther equipment.

7. CLOSED SESSION

Following Closed Session, Commissioners approved by a unanimous vote of a salary adjustment for the finance position at the Cumberland County Department of Social Services.
