Cumberland County Commissioners Oct. 5 Regular Meeting Wrap-Up

FAYETTEVILLE, N.C. – The following is a summary of the Cumberland County Board of Commissioners Regular Meeting held at 9 a.m. on Oct. 5, 2026, in Room 118 of the Judge E. Maurice Braswell Cumberland County Courthouse. Agendas and supporting materials are available at cumberlandconc.portal.civicclerk.com.

Commissioner Henry Tyson led the invocation and Pledge of Allegiance.

RECOGNITION

A. Cumberland County 911 Maintains Emergency Medical Dispatch Center of Excellence Accreditation and Tri-ACE Designation

Commissioners recognized Cumberland County Emergency Services for maintaining the continuous Emergency Medical Dispatch "Center of Excellence" accreditation through the International Academies of Emergency Dispatch (IAED). Emergency Services was also recognized for the elite designation of a Triple Accredited Center of Excellence (Tri-ACE), which requires continued accreditation in Emergency Police Dispatch and Emergency Fire Dispatch.

1. APPROVAL OF AGENDA

The Board unanimously approved the agenda with the following amendment:

  • Addition of Consent Agenda item 3F, Proclamation Recognizing Oct. 10, 2026, as Firefighter and EMS Memorial Day in Cumberland County.

2. APPROVAL OF MINUTES

A. The Board unanimously approved the Sept. 1 Regular Meeting Minutes.

B. The Board unanimously approved the Sept. 8 Special Meeting Minutes.

3. CONSENT AGEDA

The Board unanimously approved the following Consent Agenda items unless otherwise noted:

A. Approval of a Change to the Agenda Session Meeting Date

B. Approval of a Change to the Committee Meeting Schedule

C. Approval of a Proclamation Recognizing Fire Prevention Week in Cumberland County

D. Approval of Commissioner Faircloth as Voting Delegate for Cumberland County

E. Approval of an Amendment to Attorney Fee Contract for Chemours Litigation

F. Approval of a Proclamation Recognizing Oct. 10, 2026, as Firefighter and EMS Memorial Day in Cumberland County

4. ITEMS OF BUSINESS

A) Consideration of Request for Public Hearing for the Purpose of Receiving Comments from Property Owners in the Proposed East Central Water and Sewer District

General Manager for Natural Resources Amanda Lee presented. Proposed date for the public hearing is Nov. 16, 2026, but no later than January 2027. County Manager Clarene Grier stated that the communications plan will be presented at the Oct. 15, 2026, Agenda Session.

The Board unanimously approved a public hearing for the purpose of receiving comments from Property Owners in the Proposed East Central Water and Sewer District.

B) Consideration of Request for Public Hearing Date for the Purpose of Receiving

Comments from Property Owners in the Proposed Cedar Creek Water and Sewer

District

General Manager for Natural Resources Amanda Lee presented. Proposed date for the public hearing is Nov.16, 2026, but no later than January 2027. Educational campaign and strategic communications plan will be briefed at the Oct. 15, 2026, Agenda Session.

The Board unanimously approved the public hearing for the purpose of receiving comments from Property Owners in the Proposed Cedar Creek Water and Sewer District.

C) Consideration of Request for a Public Hearing on Oct. 19, 2026, for the Edward

Byrne Memorial Justice Assistance Grant Program

County Manager Clarence Grier presented and clarified that the public hearing be held Oct. 19, 2026, in order to submit the application for the grant. Grier clarified that the grant would be used by the Sheriff’s Office to defray/offset cost of equipment such as polygraph systems, law enforcement training equipment, crime scene equipment and other costs that would otherwise be covered by County and taxpayer dollars.

The Board unanimously approved the public hearing for the Edward Byrne Memorial Justice Assistance Grant.

There were no appointments for this meeting.

7. CLOSED SESSION

The Board entered Closed Session to discuss:

  • Attorney-Client Matter Pursuant to NCGS 143-318.11(a)(3)

The Oct. 5, 2026, meeting adjourned at 9:47 a.m.
