Juvenile Crime Prevention Council Seeks Proposals for At-Risk Youth Programs

The Cumberland County Juvenile Crime Prevention Council (JCPC) has issued a Request for Proposals (RFP) from organizations interested in providing a prevention and early intervention program for at-risk youth.

FAYETTEVILLE, N.C. – The Cumberland County Juvenile Crime Prevention Council (JCPC) has issued a Request for Proposals (RFP) from organizations interested in providing a prevention and early intervention program for delinquent and at-risk youth for the state fiscal year 2024-2025 beginning on or after July 1, 2024.

Cumberland County JCPC has studied risk factors and needs of Juvenile Court-involved youth in Cumberland County and anticipates funds in the amount of $1,119,291 From the N.C. Department of Public Safety Juvenile Justice and Delinquency Prevention in the upcoming fiscal year.

The deadline for RFP submissions is no later than 5 p.m. on Monday, Feb. 5, 2024. The following programs will be considered for funding:

  • Parent/Family Skill Building               
  • Interpersonal Skill Building
  • Vocational Skills
  • Restitution/Community Service
  • Teen Court
  • Psychological Assessments
  • Home Based Family Counseling
  • Individuals/Group/Mixed Counseling
  • Substance Abuse Counseling or Education
  • Temporary Shelter Care
  • Runaway Shelter Care
  • Juvenile Structured Day

Proposed program services should target the following risk factors for delinquency or repeat delinquency: negative peer relationships, school behavior problems, family conflict/parenting skills, behavioral health, mental health, substance abuse and runaway behavior.

Proposed services should address the following concerns as reported in the Youth Assessment Screening Instrument (YASI): association with negative/delinquent peers/gangs; family/parent skill building; alcohol/substance abuse; elevated violence/aggression/weapon/firearm use; behavioral health; runaway behavior and human trafficking.

Only local public agencies, 501c3 non-profit corporations and local housing authorities will be considered for funding.
