Cumberland County Commissioners June 11 Agenda Session Wrap-Up

FAYETTEVILLE, N.C. – The Cumberland County Board of Commissioners held an Agenda Session on June 11, 2026, at 3 p.m. in Room 564 of the Judge E. Maurice Braswell Cumberland County Courthouse. Agendas and supporting materials are available at www.cumberlandcountync.gov/commissioners.

Chairman Kirk deViere recognized the ribbon cutting for the Methodist University Cape Fear Valley Health School of Medicine.

Commissioner Henry Tyson led the invocation and Pledge of Allegiance.

PRESENTATIONS

There were no presentations for this meeting.

1. APPROVAL OF AGENDA

The Board unanimously approved the agenda with the following changes:

  • Removal of Item 3L, Subdivision Ordinance

  • Addition of Item 3M, Consideration of Board of Education Resolution

2. APPROVAL OF MINUTES

The Board unanimously approved the May 14 Agenda Session minutes.

3. CONSIDERATION OF AGENDA ITEMS

The Board moved the following items to the June 15 Regular Meeting Consent Agenda unless otherwise noted.

A. Crown Theatre and Arena Modernization/Renovation Scope

County staff and project representatives provided an update on planning efforts for the Crown Theatre and Arena Modernization Project, including preliminary scheduling discussions. The Board requested additional information regarding project scope, deferred maintenance and modernization costs.

No action was taken.

B. Resolution Adopting the Cumberland-Hoke Regional Hazard Mitigation Plan

The Cumberland-Hoke Hazard Mitigation Plan is a regional planning document developed in partnership with Hoke County and participating municipalities. The plan identifies hazards, assesses vulnerabilities and establishes mitigation strategies designed to reduce long-term risks to people, property, infrastructure and the environment.

The Board unanimously approved a resolution adopting the 2026 Cumberland-Hoke Hazard Mitigation Plan.

C. Bid Award for Crown Coliseum Agricultural Expo Dedicated Boiler

The project includes installation of a dedicated supplemental boiler for the Crown Coliseum Agricultural Center. The lowest responsive bid was submitted by Haire Plumbing and Mechanical Co., Inc.

The Board unanimously awarded the project to Haire Plumbing and Mechanical Co., Inc. in the amount of $229,600 and authorized staff to negotiate and prepare a contract for future Board consideration.

D. Request for Cumberland County Employee Childcare Center

The Cumberland County Employee Childcare Center opened in August 2024 to provide childcare options for County employees. As enrollment capacity continues to grow, staff proposed opening up to 50 percent of available spaces to employees of the following governmental agencies in the following order:

  • City of Fayetteville Police and Fire Department employees

  • City of Fayetteville employees

  • Cumberland County Judicial Offices (District and Superior Courts)

  • Cumberland County Clerk of Court

  • Cumberland County District Attorney's Office and Public Defender's Office

  • Cumberland County Schools

Fifty percent of spaces will remain reserved for children of Cumberland County employees while allowing additional capacity to serve other public-sector employees.

The Board unanimously approved phased enrollment for children in the primary care of employees of the listed governmental agencies.

E. ABC Board Resolution Request

The Cumberland County Alcohol Beverage Control (ABC) Board requested inclusion in the County's health insurance program. The County Attorney's Office determined that, by statute, ABC Board members are prohibited from receiving employee health insurance benefits from any source.

No action was taken.

F. Consideration of Changes to Former Commissioners Health Insurance Plan

The Board discussed proposed changes to health insurance coverage available to former commissioners, including Medicare enrollment requirements and participation in an alternative coverage program. Board members requested additional information and comparisons before taking action.

No action was taken.

G. Interlocal Agreement with the City of Fayetteville for Salvation Army

The proposed agreement supports joint funding between Cumberland County and the City of Fayetteville for year-round temporary emergency shelter services provided through the Salvation Army.

The Board unanimously approved the interlocal agreement with the City of Fayetteville.

H. Review and Discussion of Draft Agreement for Planning Services

Staff presented proposed updates to the Joint Planning Board Interlocal Agreement, including revisions to municipal service agreements, appointment provisions and billing methods.

No action was taken.

I. Ordinance Implementing a Moratorium on Data Centers

The Board considered a revised ordinance establishing a temporary moratorium on new data center development permits. The updated language broadens the definition of data centers to include cryptocurrency mining operations while exempting businesses that use information technology infrastructure as part of otherwise permitted operations.

The Board voted 5-1 to approve a six-month moratorium.

J. Board of Elections Memorandum of Understanding Update

The Cumberland County Board of Elections and Cumberland County have operated under a Memorandum of Understanding (MOU) that was last updated in 2000. The revised MOU clarifies operational responsibilities between the County and Board of Elections and modernizes the agreement to reflect current election administration practices and county support services. During discussion, the Board requested that County administration convey to the Board of Elections a recommendation to consider adding an employee appeals process.

The Board voted 4-2 to approve the updated MOU between Cumberland County and the Cumberland County Board of Elections.

K. Funding Contract for Cape Fear Valley Health Systems

A funding contract was presented outlining the use of previously approved Board funding commitments to Cape Fear Valley Health System totaling $11 million over multiple fiscal years.

The Board unanimously approved the contract with discussed modifications.

L. Subdivision Ordinance This item was removed by unanimous vote.

M. Consideration of Board of Education Resolution This item was added by unanimous vote.

The Board of Education submitted a resolution requesting that a portion of Celebration Drive near Gray's Creek Middle School be conveyed to Cumberland County Schools.

The Board unanimously moved the resolution to the June 15 Regular Meeting as an Item of Business.

  • Attorney Client Matter Pursuant to NCGS 143-318.11(a)(3)

  • Real Property Acquisition Pursuant to NCGS 143-318.11(a)(5)

Following Closed Session, no action was taken.

The Board adjourned the meeting at 6:54 p.m.
