A. Ignite Internship Program
The Board recognized the fifth cohort of the Ignite Internship Program, which provides students with hands-on experience in local government. Human Resources Director Dominique Hall introduced the Fall 2025 Cohort participants:

3. ITEMS OF BUSINESS
A. Consideration of Employment Contract for a Court Coordinator
The Board of Commissioners unanimously approved an employment contract for Kimberly Bain to serve as Court Coordinator. The position was previously funded by the State, but that funding expired on Sept. 30, 2025. The Senior Resident Superior Court Judge emphasized the role’s importance in managing an increasing caseload and requested that the County continue funding the position through the remainder of FY26 and FY27, or until State funding is reinstated. Because the position is not included in the County’s Classification and Pay Plan, it will be established as a contracted role rather than a permanent County position. Under Section 407 of the County’s Personnel Ordinance, all employment contracts require approval by the Board of Commissioners.
B. Consideration of the Request of the Fayetteville Area Convention and Visitors Bureau, Inc., (FACVB) for the County Attorney’s Office to serve as its Legal Counsel
The Board of Commissioners unanimously approved a request from the Fayetteville Area Convention and Visitors Bureau (FACVB) for the County Attorney’s Office to serve as its legal counsel. The County Attorney’s Office currently provides legal services to the Tourism Development Authority (TDA). Because the TDA Board now also serves as the Board of Directors for the FACVB, the TDA Board, acting in that capacity, formally requested that the County Attorney’s Office extend its representation to the FACVB.
C. Approval of a Memorandum of Understanding with the City of Dunn This item was moved from Consent Agenda item 2H to Item of Business 3C by unanimous vote.
The Board of Commissioners unanimously approved a Memorandum of Understanding (MOU) with the City of Dunn to expand water and sewer capacity in northern Cumberland County. The agreement stems from the Cumberland County Water and Sewer Plan, presented at the Board’s June 12, 2025, Agenda Session. The Infrastructure Committee endorsed moving forward with the draft MOU on Sept. 8, 2025, and the Dunn City Council approved it on Oct. 14, 2025. The Board’s approval finalizes the agreement.
